Regional Wastewater Reclamation Department (RWRD) Inspectors deal with the inspection of new and/or repairs to Wastewater infrastructure such as; gravity sewer mains, sewer force mains, sewer pump stations, and odor control facilities. As an RWRD Inspector, your job will be to monitor and inspect sewer construction to ensure compliance with county specifications, as well as work with utility companies on the placement of utility and drainage pipes. This role is heavily responsible for coordinating, monitoring, and documenting all testing and start-up procedures, and compiling results and certifications. The Inspector will be coordinating and participating in vacuum, pressure, mandrel, and mirror testing for wastewater final inspections along with executing confined space/hot entry procedures and using safety equipment properly.
A post-offer physical is required.
The first review of applications will be on April 1, 2024, and thereafter if needed.
(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)Reviews approved construction plans, specifications and special provisions as a basis for conducting all construction inspection activity;Inspects earthwork operations including clearing of construction site, roadway, drainage and structural excavations, backfill operations and embankment fills or trenches, bedding, shading, backfill and other elements of construction for compliance with county specifications and standards;Inspects construction of concrete structures such as bridges, overpasses and box culverts for placement of concrete, rebar and caissons and for general compliance with county specifications;Performs sub-grade and aggregate base course inspection for materials stability, width of roadway and gradation;Inspects asphaltic concrete paving and chip seal operations or piping, aggregate base course, concrete, paving and other construction materials for compliance with county specifications and approved plans;Coordinates with contractors, architects, engineers and utilities and various departmental sections in order to meet requirements and provisions set forth in the construction plans;Ensures traffic control and work-site safety measures are taken;Schedules daily site checks to review and monitor construction progress;Conducts informal pre-construction meeting with site foreman to review requirements and provisions set forth in the construction plans;Resolves issues with site foreman over identified noncompliance;Maintains daily records, written reports and pictorial documentation of contractor's work performed.In a Wastewater Setting:Inspects sewer construction for general compliance with county specifications;Monitors sample collection of construction material and compiles test results and certifications;Works with utility companies to establish desirable locations for utilities given construction constraints and inspects installation of utility and drainage pipes;Ensures flow management systems are set up in accordance with approved flow management plan for the specific project;Coordinates, monitors and documents details of all testing and start-up procedures, compiles results and certifications;Coordinates and participates in vacuum, pressure, mandrel and mirror testing for wastewater final inspection;Executes confined-space/hot entry procedures and uses safety equipment;Documents all actions and activities for sanitary sewer overflow (SSO) events.KNOWLEDGE & SKILLS:Knowledge of:
  • departmental, local and state construction specifications, standards, codes and industry standards, procedures, methods, materials and techniques;
  • techniques for reviewing engineering plans;
  • properties and uses of materials used in general, highway, and sewer construction;
  • county permitting and development processes;
  • use and application of computer-based resources;
  • procedures and techniques involved in construction materials testing, and acceptance;
  • application of appropriate levels of mathematics;
  • inspection procedures for all aspects of the construction process;
  • techniques for documenting accurate and effective communication.
Skill in:
  • reading and interpreting construction specifications, blueprints, plans and applying County standards and special provisions;
  • detecting work or construction in noncompliance with construction specifications;
  • resolving issues on non-compliant work with contractors and other agencies;
  • communicating effectively and establishing and maintaining effective working relationships;
  • performing mathematical computations;
  • monitoring and ensuring all construction is done in compliance with codes, specifications and special provisions;
  • coordinating activity with all divisions, departments and outside agencies involved in the construction process;
  • implementing traffic control and other safety procedures at work-sites to assure safety of employees, contractors and the public;
  • County contracting rules, policies and procedures;
  • taking accurate field engineering notes for comprehensive documentation.
(1) Two years of experience inspecting construction projects such as sewers, water lines, roadways, bridges, flood control channels.
(Additional relevant experience and/or education from an accredited college or technical school may be substituted.)OR(2) Two years of experience with Pima County as a Public Works Engineering Technician, Sewer Line Construction Inspector, or Sewer Systems Project Inspector.OR(3) Three years of experience with Pima County as a Utility Locator.

  1. Minimum two (2) years experience in underground utility construction.
  2. Minimum two (2) years experience in the maintenance of sewer systems.
Selection Procedure

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
