Hiring Range: $66,536 - $79,843 Annually
Full Range: $66,536 - $93,150 Annually

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.

The ideal candidate for this position must demonstrate excellent judgment, effective collaboration skills, and the capability of working independently with various County departments to create specifications that fully meet their requirements.
In this capacity, you will be responsible for constructing and conducting solicitations and creating contract documents, while ensuring they are promptly processed for execution by the appropriate award authority. Additionally, the successful candidate will need to establish and efficiently maintain contracts, taking care of any necessary amendments or renewals in a timely manner.
Moreover, as part of this role, you must comply with all applicable codes, policies, and procedures while optimizing the County's objectives, which entail providing fair, ethical, and considerate treatment to co-workers and suppliers, and prudently managing public funds.

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)Plans, organizes, and coordinates development of sourcing strategies for high-value requirements;Identifies opportunities and evaluates and implements improvements in strategic sourcing;Facilitates cross-functional teams and processes to ensure expeditious and cost-effective procurement of materials and services;Provides direction and guidance to procurement professionals and internal customers in the area of strategic sourcing;Defines and establishes long-term objectives for the management of commodities and services;Prepares complex solicitations for strategic commodities and design and construction projects;Assists engineers, architects, program managers, and other professional staff in establishing technical specifications;Resolves disputes between contractors, vendors, suppliers, and various county departments;Manages assigned commodities, services, construction, and A&E activities;Maintains appropriate security and confidentiality of information created or encountered in the course of assigned duties;Evaluates procurement methods and develops procurement practices that are the most advantageous concerning price, conformity to specifications, and other factors;Monitors and evaluates commodity, service, and contract management program performance and effectiveness;Identifies acquisition problems and problem areas and develops and implements innovative solutions; Researches and analyzes data to determine cost-effective commodity, service, and contract management strategies;Compiles and analyzes market data and conducts economic analysis of historical buying trends to identify strategic commodities;Develops metrics and measures performance and improvements in sourcing;Recommends county procurement procedures and practices that will ensure compliance with the county procurement code and Board of Supervisors Policies;Coordinates investigations and reports development for vendor protests;Negotiates contract terms and pricing for strategic commodities, services, and design/construction contracts.KNOWLEDGE & SKILLS:Knowledge of:
  • principles and practices of public procurement;
  • principles and practices of contract management and administration;
  • applications of computer-based resources;
  • federal, state, county, and local laws, rules, regulations, and policies relative to public procurement;
  • cost/price methodologies including life cycle costing and supply chain management;
  • principles and practices for developing technical specifications in concert with other professional staff;
  • principles and practices for the development and implementation of performance measurements.
Skill in:
  • compiling, analyzing, and evaluating complex data and usage reports;
  • interpreting and applying applicable laws, rules, regulations, and policies;
  • communicating effectively, both orally and in writing;
  • contract development, negotiation, and problem resolution;
  • managing and administering a variety of commodities, services and contracts;
  • facilitating and participating in cross-functional teams;
  • developing, implementing, and evaluating performance measures for assigned activities;
  • oversight and training of assigned staff;
  • interacting and working directly with senior county management and staff.
(1) A Bachelor’s degree from an accredited college or university with a major in public administration, business administration, purchasing, materials management, engineering, architecture or a related field as defined by the appointing authority at the time of recruitment and three years of professional procurement experience which included either the writing or administration of contracts, or commodity management.
(Additional relevant experience and/or education from an accredited college or university may be substituted.)
OR:
(2) Current certification as a Certified Public Procurement Officer, Certified Professional Public Buyer, NIGP Certified Procurement Professional, Certified Purchasing Manager, Certified Professional in Supply Management, Certified Production and Inventory Manager from an accrediting agency such as the Universal Public Procurement Certification Council, NIGP – The Institute for Public Procurement, Institute for Supply Management, or American Production and Inventory Control Society.
OR:
(3) Two years of experience with Pima County as a Buyer-Principal or Purchasing/Warehouse Supervisor or Contracts Specialist.
OR:
(4) Three years of experience with Pima County as a Buyer-Senior.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
  1. Bachelor’s degree or higher and/or coursework/certifications in business, economics, purchasing, procurement, supply chain, accounting, information technology, or related field.
  2. Minimum three (3) years of public procurement experience, preferably in Arizona, involving the processing of procurement requisitions to form solicitations and establish contract documents for general materials and services (ARS Title 11) or design and construction (ARS Title 34).
  3. Minimum one (1) year cross-functional team experience including communicating and coordinating across all levels of authority and with various groups such as Information Technology, Finance, Transportation, and contractors. 
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Licenses and CertificatesValid driver license is required at time of application.ValidAZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.
