Pima Community College is Hiring a Human Resource Business Partner 1 Near Tucson, AZ

This HR Business Partner focuses on Talent Acquisition and Candidate/Employee Communications.

The HR Business Partner provides consultative services for the College, collaborating with leadership, managers, and other stakeholders to deliver impactful and replicable staffing processes, systems, tools, and results. This role is hands-on and provides expertise in all aspects of full-cycle recruiting and communications.

The HRBP role assesses and anticipates staffing needs; communicating needs proactively within our HR department and business unit leaders. The HRBP develops integrated recruitment strategies and develops partnerships across the HR function to deliver value-added service to hiring managers that reflect the strategic objectives of the department and College. The HRBP maintains an effective level of business literacy about each department’s business plans and associated staffing.

The HRBP has objectives from a culture and employee recruitment, communication, and retention perspective; helps translate strategies and goals into actions and services, and facilitates the changes needed to achieve desired outcomes.

The work schedule for this position is flexible and will include working evenings and travel.


Duties and Responsibilities:

Communications:

  • Internal HR Communications: In conjunction with the TA Manager, assist, implement, and maintain a consistent communications plan from HR to the hiring supervisors
  • In conjunction with HR Leadership, assist with standard presentations and maintain content for communication of vital HR information
  • Employer Branding: assist, suggest, implement, assess, maintain an employer branding campaign to position the College as an employer of choice in Tucson and the country's Higher Ed Community
  • Social and other talent attraction/retention/engagement media management

Talent:

  • Recruit in Cornerstone OnDemand
  • SME on all recruiting and hiring law, policy, practices, processes, industry standards, customer service/experience, and metrics
  • Collaborate with all HRBPs and all business units to understand their unique goals and objectives and recommend talent approaches
  • Effectively partner with hiring managers to better understand business needs and assess position goals and requirements. Proactively work with hiring managers and human resources business partners regarding future organizational needs and structure
  • Use various cost-effective sourcing strategies, such as internet job boards, networking, resume mining, social networking, and job fairs, and other industry-leading practices to attract a diverse pipeline of candidates
  • Pre-screen all applicable candidates, recommending candidates to the hiring manager based on detailed requirements of position and job competencies; provide the hiring manager with reasoning for advancing a candidate
  • Establish credibility and remain engaged with hiring managers to educate and guide the College’s hiring process
  • Ensure recruitment activity is updated in an accurate, compliant, and timely manner within the applicant tracking system
  • Provide a proactive approach with hiring managers regarding recruitment
  • Identify opportunities to provide continuous process improvement
  • Partner with Compensation Classification to properly classify each position before recruitment, and appropriately set salary parameters
  • Conduct all job offers for staff and Administrator positions at the College
  • Assist in training in negotiation and job offer processes to train and assess others

Job Requirements:

  • Bachelor’s degree in Human Resources or a closely related field of study and
  • Three to five years of related experience in human resources, and demonstrated successful proficiency in Talent Acquisition and Recruitment consulting

or

  • An equivalent combination of certification, education and experience sufficient to successfully perform the essential duties of the job such as those listed above

  • Knowledge of and ability to utilize emotional intelligence and situational awareness to adapt approach, build credibility and confidence
  • Ability to use modern and advanced technologies to analyze talent and create recruitment solutions
  • Ability to think strategically, synthesize business data, and assist with innovative and holistic HR solutions that are forward-thinking and growth-oriented
  • Customer-focused, proven track record of building credibility and influence within the business and across HR specialties
  • Strong understanding/ application of change management strategies and process excellence principles
