THE OPPORTUNITY

The primary role of the Substance Use Disorder (SUD) Program Manager is under direction to develop and maintain the coordinated delivery of mental health and substance abuse prevention, promotion and education services to community groups, schools, and businesses as required. The SUD program Manager will supervise volunteers/ambassadors, and interns and collaborate with CHWs; performing responsibilities including program delivery, communications (e.g., developing informational flyers, pamphlets, toolkits, media messages); data management and reporting.

The Substance Use Disorder (SUD) Program Manager will work closely with colleagues across Pillsbury United Communities (PUC), and alongside partner organizations to improve community health and substance abuse disorder prevention through culturally responsive practices. This person will focus working on addressing the social determinants of health and mental health and substance use disorder disparities among Black, East African, Native American, and Latino communities. The SUD Program Manager will demonstrate strong skills in program development, planning, coordination, community relationship-building, and fostering collaboration among others. This single position is also responsible for assessing, designing, and coordinating substance abuse prevention practices to meet the informational and service needs of targeted community groups and other stakeholders.


PRIMARY RESPONSIBILITY (Essential Functions):

Strategy and Though leadership:

  • Plan, coordinate, facilitate and present substance abuse prevention programs.
  • Demonstrated leadership and project organizational skills (planning, implementing & evaluation).
  • Develops and maintains the coordinated delivery of community-wide substance abuse prevention promotion and community health education services.
  • Provide client-centered case management as needed to address social care and needs.
  • Assesses and identifies community needs for opioid overdose response and culturally relevant prevention programs.
  • Facilitate substance use disorder and mental health related workshops, demonstrations, community educations and community-centered discussions as required.

Operations and outcomes:

  • Ensure high-quality and consistent services delivery across the organization aligned with agency’s values.
  • Collect, maintain, and report accurate participants data in the Salesforce and/or data systems in a timely fashion.
  • Maintain accurate collection of qualitative and quantitative from program activities.
  • Manage and oversees the daily operations of mental health and substance use disorder programming- including direct services, communication materials, partnership and coalition development and training opportunities.
  • Provides community leadership through committees, networks, and coalitions.
  • Develops and carries out or directs others (staff, contractors, ambassadors, volunteers) to carry out training events, workshops, curricula, media campaigns, awareness materials and other programmatic activities.
  • Evaluate prevention curriculum and other outreaching materials related to substance abuse prevention.
  • Submit reports to supervisor and/or other partners/funders as needed.

People and Community Development:

  • Collaborate with Community Health Director, Funders, CHWs, Ambassadors and others to improve & expand substance use disorder program and its services.
  • Collaborate with staff across PUC to ensure meet program goals, support community, and effectively use resources.
  • Develop and foster cooperative relationships between diverse groups concerned with responsive prevention service and public policy.
  • Build strong & trusted relationships with individual clients, community groups, program ambassadors and external partners.
  • Develop & maintain a cooperative working relationship with and between a wide variety of schools, community groups, local media, faith-based institutions, and professional representatives in the field.
  • Provide subject matter expertise and help in developing cultural curriculum for substance use disorder.
  • Recruit & supervise Mombassadors (Women Ambassadors), volunteers, interns, and other.

Financial Management:

  • Help preparing financial report and stay connected to government contract compliance.
  • Help develop financial resources and leverage opportunities.
  • Document case notes in an organized and timely manner, compelling necessary paperwork for each case, and maintain accurate file management.
  • Use existing program resources, tools, and capacity wisely.
  • community leaders as needed.

Minimum Education and Experience:

  • Any combination of education, training and experience which would provide the required knowledge, skills, and abilities, is qualifying. A typical way to obtain this knowledge, skills, and abilities would be:
  • Completion of bachelor degree in Social Work, Counseling, Psychology, Human Services or related field.
  • At least wo years of experience which would provide the knowledge, skills and abilities listed above.
  • Preferably Counseling or Social Work license issued by state, but not required.
  • Valid Minnesota driver’s license.

  • Knowledgeable of twin cities metro areas and its main community stakeholders.
  • Preferably speaks Somali, Oromo, Amharic, and/or Spanish.
