Description: JOB DESCRIPTIONEnvironmental PlannerGrade 60 Salary: $70,800-$88,825Open Until May 24, 2024This is an exempt position with the Pikes Peak Area Council of Governments (PPACG). The Environmental Planner performs a broad spectrum of duties related to air quality, water quality, and watershed planning activities in the region. Responsibilities include identifying and analyzing regional environmental problems, leading, or supporting related environmental committees, and to implement, monitor, and evaluate program areas to meet the objectives of the PPACG Environmental Planning Program.

Duties Include, But Are Not Limited To
  • Perform overall program support for the PPACG Environmental Planning Program
  • Serve as primary interface with regulatory agencies and local governments on environmental issues
  • Provide support in developing work programs, budgets, grant proposals and grant amendments applicable to environmental programs
  • Support PPACG air quality and water quality program committees
  • Provide support and oversight of the occasional consultant contracts for professional services and contract administration
  • Monitor legislative issues and analyze policies that might affect program areas
  • Develop, write, review, and present a variety of technical reports, documents, and correspondence
  • Coordinate program activities with pertinent outside agencies
  • Conduct presentations for and coordinate air quality, water quality, and watershed management meetings; conduct public education activities
  • Responsible for supporting the Water Quality Management Program:
  • Maintain and update, as needed, the Water Quality Management (“208”) Plan
  • Coordinate the review of site applications for wastewater treatment facilities, discharge permits, and other water quality impact related projects
  • Encourage cooperation among entities in the area of water quality improvement
  • Identify and evaluate strategies and programs aimed at reducing pollutants
  • Responsible for supporting the watershed planning activities:
  • Monitor policy and program changes affecting watersheds within the PPACG region
  • Coordinate water quality related activities, including wastewater and stormwater issues, compliance with regulatory
requirements and monitoring
  • Responsible for supporting the Air Quality Planning Program:
  • Coordinate planning activities to review any changes to air quality standards
  • Review air quality data to determine spatial and temporal trends
  • Develop specific voluntary programs aimed at reducing concentrations of ozone
  • Assist with environmental planning and military land use projects in support of the regional Joint Land Use Study, including wildfire mitigation coordination
  • Supervise an occasional intern as they become available to the program
  • Perform other duties as assigned
This position is partially funded with federal transportation funds. The Environmental Planner will work closely with the Transportation Director and the Transportation Planning Department to deliver the environmentally related portions of the work program.
  • In general, provide environmental expertise, consultation, information, and technical assistance to the PPACG transportation department and member governments.
  • Assist with the development of the Regional Long-Range Transportation Plan (LRTP) including, but not limited to, the writing and editing the portions of the document that relate to environmental planning and stewardship.
  • Assist with data gathering and interpretation of environmental performance measures; assist with emission reduction performance measure data if/when required by federal regulation; assist with State greenhouse gas emissions (GHG) regulation compliance
  • Assist with coordination and collaboration with local, state and federal environmental agencies as necessary and appropriate in the delivery of the Work Program
  • Assist Transportation Director and Jurisdictions with regional NEPA compliance
  • Assist with the documentation of consistency between regional plans and Planning and Environmental Linkages (PEL) documents
  • Act as a liaison with State Agencies and Enterprises on GHG related rules and regulations to the extent necessary to understand the requirements to assist PPACG jurisdictions through the compliance process and the application process to receive funding from the different State Enterprises (the state’s Greenhouse Gas Emissions Roadmap and other measures).

RequirementsRequired Education and Experience:
  • Bachelor’s degree in environmental engineering and/or regional/urban or environmental planning, or related degree plus a minimum of 2 years of planning experience in water and/or air quality.
  • Associate degree plus a minimum of 4 years of progressively responsible experience, or
  • May have commensurate work experience of at least 6 years in lieu of a degree
This position requires a high level of computer literacy in data management and organization, Excel, Word, familiarity with preparing reports, graphs and tables, and basic competency with GIS software. Must show initiative, possess good oral and written communication skills, and be able to translate technical data and complex scientific work into information that is interesting and relevant to the non-technical public.
Preferred candidate will have experience and interest in applying environmental planning and sustainability concepts towards transportation and land use projects, especially within the topics of healthy communities, environmental justice, and transportation emissions.
