Job Description

Position: HSE Specialist

Department: Quality Assurance

Position Summary:

The HSE Specialist will be highly motivated, detail oriented and possess good communication skills. The ideal candidate will be responsible for developing and implementing safety and environmental programs to ensure compliance with regulations and create a safe working environment in a proactive fashion. The HSE Specialist will collaborate with various departments to assess risks, provide training, and implement proactive measures to enhance the overall health, safety, environmental and quality culture within the organization.

Authority of Incumbent:

Position will directly report to Quality Assurance Manager with additional accountability to the Site Manager. Position will also have responsibilities for three facilities all located in Bowling Green, Ohio.

Essential Functions:

Responsible for the following tasks:

  • Develop, implement, and improve operational Quality and HSE management systems, processes, and procedures to support business operations.
  • Conduct thorough assessments of workplace environments to identify potential hazards and risks.
  • Analyze incident reports and trends to develop strategies for accident prevention.
  • Ensure Phoenix Technologies is compliant with local, state and federal regulations related to health, safety and environmental standards.
  • Maintain, update and train SDS (formerly MSDS) system requirements.
  • Develop and deliver training programs on various health, safety/environmental topics annual compliance, new hire orientations pertaining to HSE topics, emergency procedures and environmental awareness.
  • Upon completion of required training, performs proactive ISO 9001 Quality System audits as required with Phoenix's compliance.
  • Collaborate with department heads to tailor training sessions to specific job roles and hazards.
  • Lead investigations into workplace incidents, accidents, and near misses. Focuses on proactive accident prevention and identifying/eliminating root cause.
  • Prepare detailed reports outlining root causes and recommend corrective actions for accidents, incidents or audits.
  • Develop and maintain emergency response plans.
  • Conduct drills and simulations to test the effectiveness of emergency procedures.
  • Foster a culture of safety and environmental accountability throughout the organization that promotes teamwork.
  • Implement initiatives to encourage employee engagement in proactive safety practices.
  • Maintain accurate records of safety audits/inspections, action plans, training sessions, and incidents easily accessible by management for quick reference.
  • Update and maintain OSHA 300 log as required. Post 300A annually from previous year for each location. Submits electronically to OSHA as required.
  • Prepare regular reports for management on the status of HSE programs.
  • Learn new technical information and techniques to stay current with changing laws and technology.
  • Write reports and professional correspondence.
  • other duties as assigned.

Hours/Travel:

  • Have a set schedule each week.
  • Works 8-hour, Monday-Friday schedule.
  • Travel between plants is required.

Qualifications:

  • Bachelor's degree in Occupational Health & Safety, Environmental Science, or a related field and minimum of three years of related experience is highly desired.
  • Combination of a two year degree in a related field and at least five years experience will be considered for the right candidate.
  • Certification in Occupational Health and Safety (e.g., CSP, CIH) is a plus.
  • Proven track record of successful implementation and training of safety and environmental programs.
  • In-depth understanding of local, state, and federal HSE regulations.
  • Working with knowledge of risk assessment methodologies and incident investigation techniques.
  • Understanding of ISO auditing and related reporting. The company will train to Phoenix Technologies specific ISO plan.
  • Excellent verbal and written communication skills.
  • Ability to effectively communicate HSE programs to individuals at all levels of the organization.
  • Proficient in Microsoft 365 utilizing Word, Excel and PowerPoint.
  • Ability to collaborate with cross-functional teams and influence positive change and behaviors.
  • Strong interpersonal skills and the ability to build relationships.
  • Strong analytical and problem-solving skills.
  • Ability to think critically and develop effective solutions to complex HSE challenges.
