Position: Program Coordinator
Unit: Juvenile Diversion
Reports to: Program Manager
The Juvenile Diversion Unit handles all cases diverted out of the Juvenile Justice System. Diversion is an opportunity to reroute a young person’s case, pre-petition, from the traditional juvenile justice system, to community- based programming. It is an opportunity for youth to avoid a juvenile record & the collateral consequences of juvenile justice system involvement.
The Youth Aid Panel (YAP) is one tier of the three primary juvenile diversion opportunities. Youth and their parents appear before a panel comprised of trained volunteers who live in the police district where the youth resides. The panel members interview the youth and the parents regarding the offense, school performance, interest, goals, and home life. This information is used to develop an action plan which the youth agrees to complete. The agreements may entail, enrollment in after-school programming, conflict resolution workshops, an apology to the victim, restitution, community service, etc. Assignment as Program Coordinator for YAP is determined by and at the discretion of the Director and Program Manager.

Summary of Job
The Juvenile Program Coordinators primary responsibility is to assist the Diversion Program Manager and Unit Director in monitoring programs and agencies with which the DAO – Juvenile Diversion Unit partners who in turn provide case management and skill building services to youth who have been diverted from the juvenile court system. This monitoring role is instrumental in the success of our diversion program; to ensure that youth, and families, receive the support and services the agencies and programs are contracted to provide. Specifically, the successful candidate for the position will have experience in the areas of case management, resource identification, interviewing youth and family members, as well as meet the necessary requirements for appropriate data collection, file documentation and maintenance. In addition, the Program Coordinator will also work closely with other Juvenile Unit staff, including the Director of Youth Services and Young Adult Initiatives, victim/witness coordinators and paralegals, to provide management and supervision over diverted cases.
Duties & Responsibilities
  • Monitoring of services provided to diverted youth by case management partners and community serving programs.
  • Supervise any and all Youth Aid Panel operations if assigned. Those responsibilities include, but are not limited to: recruiting and training YAP panelists, schedule and attend evening panel conferences at police districts/community sites, maintain communications with volunteers and the police officers assigned to assist with YAP.
  • Attend statewide PCCYAP meetings (quarterly).
  • Support with the community engagement component of diversion.
  • Assist in making programmatic decisions for diverted youth.
  • Participate in program partner meetings and site visits
  • Develop a working knowledge of resources that address counseling, lack of shelter, food dependency, and any other services that are needed.
  • Conduct intake interviews with youth at the Juvenile Justice Services Center of Philadelphia (JJSC), to evaluate diversion eligibility.
  • Collaborate with Unit Administrators and unit Program Coordinators to triage issues for youth that struggle with contractual programming.
  • Schedule and participate in any and all corrective planning meetings with youth, guardians and program staff.
  • Timely documentation and recordkeeping which includes but is not limited to: updating Diversion spreadsheets, forms and databases.
  • Participate in public speaking events when needed.
  • Perform other duties as assigned.
Education
  • Must have earned a Bachelor’s degree from an accredited college or university.
  • 1 year minimum of case management experience or other relevant experience preferred
Experience
  • Must be able to work and communicate effectively with diverse client populations of all ages; Bilingual is a plus.
  • Must have good organizational skills, possessing the ability to managing a number of tasks simultaneously and to always be flexible.
  • Must have excellent interpersonal skills.
  • Knowledge of and experience in the delinquent and dependent systems preferred.
  • Knowledge and experience with community serving agencies and programs and the juvenile justice system is preferred.
  • Show commitment to the work of youth diversion programming and the philosophy on which it was developed.
  • Possess critical thinking skills and a willingness to learn.
  • Must be able to travel to various locations throughout the city of Philadelphia during non-traditional work hours.
  • Proficient in Microsoft Office applications.
  • Ability to develop and cultivate effective internal/external working relationships is essential.
  • Understanding of the uniquely sensitive and confidential nature of the professional services provided by the Office.
