Requisition ID # 155969 Job Category: Government and Regulatory Relations Job Level: Individual Contributor Business Unit: Energy Policy & Procurement Work Type: Hybrid Job Location: Oakland Department Overview The Core Gas Supply Department (CGS) procures and manages natural gas supplies, including Renewable Natural Gas (RNG), transportation and storage for Pacific Gas and Electric Company's Core (residential and small commercial) customers. CGS strives to ensure reliable gas supplies while minimizing costs where performance is measured through its annual Core Procurement Incentive Mechanism (CPIM) which benchmarks actual portfolio costs against a set of industry indices. CGS comprises an exciting and fast paced team which offers many learning opportunities through exposure to regulatory approval process, asset acquisition, trading, portfolio planning and analytics, risk, compliance, and reporting. Position Summary The CGS Natural Gas Regulatory Analyst will support the development and implementation of the Biomethane Procurement Program (Decision 22-02-025). The successful candidate will provide regulatory analysis and support the project management, procurement, cost recover and reporting of renewable natural gas towards the success of the Biomethane Procurement Program. The Analyst will support the development and advancement of initiatives and positions in regulatory proceedings related to the Biomethane Procurement Program. This position is hybrid, working from your remote office and Oakland, CA work location based on business needs. PG&E is providing the hourly rate range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual hourly rate paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. The hourly rate for this position ranges from $39.42 to $59.61. Job Responsibilities Regulatory Filing and Relations Support the filing of RNG contracts, annual reports and Biomethane Procurement Plan updates. Responsible for updating and managing the results from the RNG procurement models. Develop and execute a Memorandum of Understand with the CPUC for the cost recovery of the Renewable Natural Gas Program. Create and update databases to track compliance with the regulatory and commercial requirements Commercial Negotiation Develop and receive Management and the CPUC approval of Biomethane solicitation plan and materials. Support the coordination of the Procurement Review Group activities. Develop, negotiate, and receive management approval of proposed RNG contract modifications. Support the development of requirements and conduct tests for the trade capture, scheduling, settlement and reporting for the Biomethane Contracts. Qualifications Minimum: Bachelor’s degree in business, economics, public policy, finance, engineering or related discipline or equivalent experience Job-related experience, 1 year Desired: Energy experience, including regulatory analysis and representation before regulatory agencies including the CPUC, FERC, and the CER. Ability to manage multiple priorities simultaneously to meet deadlines in a time-sensitive environment. Natural gas or electric portfolio experience Inquisitive and self-motivated individual
