Pflugerville Independent School District - Job Description

Job Title/Position: Specialist, Communications PIR Department/School: Community Relations

Primary Purpose:

The PIR Communications Specialist will focus on processing open records requests per the Texas Public Information Act and assist the
Communications Department in highlighting and marking the great things happening in Pflugerville ISD schools.

Minimum Qualifications (Experience/Education/Certification):

Bachelor’s degree in business administration or related field. Preference given to individuals with a paralegal certification, and individuals with
experience processing Texas Public Information or FOIA requests.

Major Responsibilities:

1. Provides response to requests for government records within the time period mandated by the Texas Public Information Act and other
state statutes.

2. Coordinates the gathering of the requested information within all divisions of the District and disseminates requests to appropriate
departments.

3. Receives and reviews all requests for information and makes initial determination as to which requests require an opinion from the Office of
the Attorney General, coordinating these requests with District attorneys.

4. Redacts or reviews basic information in confidential records before releasing documents to the public.
5. Calculates/assesses charges for Open Records in accordance with the Texas Public Information Act.
6. Administrator of the records request tracking software.
7. Responsible for cross-training backup staff in all records request processes and systems.
8. Maintains and updates the District’s Public Information Policies and Procedures in accordance with the Texas Public Information Act.
9. Servces as point of contact with department liaisons and conducts training on open records processes.
10. Assist with providing photo coverage of district and campus events.
11. Assist with posting content to the district and campus website.
12. Participate in professional development activities.
13. Follow Educator Code of Conduct & all policies, procedures, laws and State/Federal regulations.
14. Perform other duties as assigned.

Special Knowledge/Skills:

Knowledge of FOIA, HIPAA and other applicable government codes
Excellent reasoning and judgement skills
Knowledge of computers and related equipment, hardware and software applicable to area of assignment
Skill in independently prioritizing, tracking, and managing multiple projects, assignments and duties to comply with statutory and court-

ordered deadlines with strong attention to detail.
Skill in entering, retrieving, copying, tracking and storing department records, files and reports.
Skill in preparing, editing, and developing responses to politically sensitive or confidential correspondence.
Ability to work well under pressure with multiple deadlines
Ability to work efficiently in intense and stressful situations
Ability to resolve customer complaints and concerns.
Ability to use discretion and sensitivity in issues involving privacy concerns
Ability to interpret policy, procedures and data
Strong analytical and interpersonal skills
Ability to work independently and collaboratively

Supervisory Responsibilities:

None

Working Conditions (Mental Demands/Physical Demands/Environmental Demands):

Maintain emotional control under stress, frequent prolonged and irregular work hours, occasional travel outside of school district, and work load is
deadline driven. Prolonged use of computer; work regularly requires work outside the normal work week; must be able to push, pull, lift, and/or
carry at least 30 lbs.
