Perquimans County Schools is Hiring a Payroll Specialist Near Hertford, NC

Position: Payroll Specialist

Reports To: Finance Officer


Nature of Work:

An employee in this class performs technical bookkeeping and fiscal-clerical work in the Finance Department. Work involves administration and preparation of employee payroll records and related payments and withholdings. Employee is also responsible for maintaining personnel files related to payroll, leave and retirement programs; and answering inquiries pertaining to payroll programs.


Qualifications:

  • A High School Diploma is required. A two-year or four-year business degree, certificate, or equivalent, is a plus but not required.
  • 1 to 2 years of experience in technical accounting or bookkeeping work, preferred. Preferably dealing with payroll; or any equivalent combination of training and experience which provides the required combination of knowledge, skills and abilities.
  • Strong attention to detail required.
  • Basic knowledge of wage and hour laws, FLSA, etc. is helpful.
  • Ability to communicate clearly and concisely, both orally and in writing; ability to communicate well with school personnel and central office staff.
  • Ability to coordinate, plan, and meet strict deadlines.
  • Ability to establish and maintain effective working relationships with employees and other stakeholders.

Roles and Responsibilities:

  • Follow all laws, regulations, and policies pertaining to pay for NC public school employees.
  • Set up new/changed employee information in the payroll system.
  • Prepare and submit the monthly retirement report for the NC Retirement System.
  • Review and correct salary exceptions as reported by the Department of Public Instruction.
  • Process payroll adjustment entries (202’s and BUD’s) as provided by the Finance Officer.
  • Process timesheets and Timekeeper records for payroll.
  • Review all payroll entries and records for accuracy.
  • Compute and create pay records for overtime, supplements, longevity and miscellaneous pay.
  • Manage and review payroll for schools and departments.
  • Assist with public records requests and other reports as assigned.
  • Review and process leave requests.
  • Comply with confidentiality requirements in local, state and federal policies and statutes.
  • Provide pay and budget code information as needed.
  • Answers employees’ inquiries pertaining to payroll calculations, checks, payroll policies W2s, procedures and related matters.
  • Other duties as assigned.

hysical Requirements:Must be physically able to operate a variety of automated office machines including computers, typewriters, calculators, printers, copiers, etc. Must be able to exert up to 25 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.

nguage Ability:Requires the ability to read correspondence, reports, forms, billing statements, etc. Requires the ability to prepare correspondence, deposit slips, tax forms, reports, etc., using proper format.

ntelligence:Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.

bal Aptitude:Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able communicate effectively and efficiently in standard English and government accounting terminology.

umerical Aptitude:Requires the ability to utilize mathematical formulas; to add and subtract totals; multiply and divide; determine percentages and decimals; and to apply theories of algebra.

orm/Spatial Aptitude:Requires the ability to inspect items for proper length, width and shape.

otor Coordination:Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

anual Dexterity:Requires the ability to handle a variety of items, office equipment, etc. Must have minimal levels of eye/hand/foot coordination.

nterpersonal Temperament:Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
