JOB SUMMARY

The Community Development Project Manager is responsible for providing programmatic support for various place-based and real estate development initiatives within the Peoria Housing Authority portfolio to accomplish a shared, strategic vision for the Authority’s existing and planned communities. The Project Manager will also assist in program development and project and data management.

The Project Manager will report directly to the Peoria Housing Authority Chief Executive Officer.

Essential Job Functions[

The fundamental job duties the individual must be able to perform, with or without accommodation]

  • Assist in the marketing, soliciting and implementation of community development projects within the city of Peoria.
  • Work directly with internal and external teams to help develop and implement new programs focused on the built environment, small business cultivation, anti- displacement efforts, etc.
  • Support the development and administration of Requests for Ideas, Request for Proposals and/or Request for Qualifications of community development projects.
  • Assist in the review and analysis of development projects to ensure overall project viability and compliance with respective agency priorities, guidelines, policies, preferences and plans.
  • Provide administrative and project support to successfully close development transactions, including but not limited to, the collection of due diligence items, the review of governing documents and maintenance of document review checklist; and collection of post-closing documents.
  • Ensure that all PHA planning, and development projects are on schedule and within budget.
  • Coordinate planning and implementation activities with consultants, Planning Coordinators, government entities, consultants and stakeholders to efficiently and effectively advance revitalization efforts within PHA’s portfolio and beyond.
  • Conduct extensive research to understand neighborhood plans, local market dynamics, identify new resources, leverage national best practices, etc. to further expand and grow PHA initiatives.
  • Support PHA with outreach, reports and presentations for board of Commissioners, stakeholders, city council, funders, etc.
  • Create and maintain reports for the Community Development Division including but not limited to, project tracking, legal, and finance.
  • Perform any other job duties as necessary and requested for the furtherance of PHA’s community and real estate development goals.

MINIMUM REQUIREMENTS

  • B.A. or B.S. from an accredited college or university with a major in real estate, urban planning, public policy, public administration, or related field
  • Two (2) years of corporate or government experience in real estate, finance, community development or economic development.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of Housing & Urban Development Public Housing regulations, and policies, pertinent to the department programs, requirements, and policies/procedures
  • Knowledge of Housing Finance policies, procedures, and requirements
  • Knowledge of organization’s structure, policies and procedures
  • Knowledge of property management procedures
  • Knowledge of HUD rules and regulations that apply to property management: Fair Housing Laws, Illinois Real Estate Landlord-Tenant Law, OSHA Standards, Local and State Building Codes
  • Knowledge of HUD and IRS Tax Code rules and regulations that apply to program eligibility and participation, income determination, rent caluculation, income limits, HAP and tenant share calculation, rent reasonableness and payment standards
  • Knowledge of HUD regulations and guidelines relating to Housing Quality Standards (HQS) and State and Local building and occupancy laws or regulation
  • Knowledge of HUD Section 8 programs: regulations, guidelines, procedures, practices governing and requirements
  • Knowledge FSS & Homeownership Program Regulations, guidelines, procedures and requirements
  • Knowledge of the RHF grant programs and Hope IV grant programs
  • Knowledge The Authority’s Administrative Plan, ACOP and related policies and procedures
  • Knowledge of principles and practices of urban development and housing management
  • Knowledge of the agencies that provide assistance and services to residents, including eligibility requirements
  • Knowledge of principles and practices of community programs and organizations
  • Knowledge of the principles and practices of personnel management and Union employee supervision
  • Knowledge of the principles and practices of accounting, budgeting and budget administration
  • Knowledge of training methods for all levels of personnel, related to departmental initiatives
  • Knowledge of organizational structure, workflow, and institutional procedures
  • Knowledge of strategic planning and organizational development techniques

OTHER KNOWLEDGE, SKILLS & ABILITIES

  • Strong interest and affinity for real estate and community development.
  • Knowledge of urban planning and development.
  • Ability to gather, analyze and synthesize data.
  • Ability to interface with developers regarding financial transactions.
  • Financial knowledge and aptitude.
  • Excellent interpersonal, presentation and writing skills; ability to cultivate and maintain external partnerships; strong verbal, written, communication and presentation skills.
  • Strong community engagement experience.
  • Good organizational skills and results oriented; ability to work with persons across a broad spectrum of age, culture, economic, ethnic and institutional backgrounds.
  • Strong grasp of Invest Atlanta, local, state and federal program rules and regulations.
  • Strong computer skills, including proficiency with using Microsoft Office (Word, Excel, PowerPoint, Outlook); database management; Adobe Illustrator and Photoshop.

WORK ENVIRONMENT

Work is performed in an office environment and the field, sometimes requiring climbing stairs or walking for an extended period during inspections. There will be some exposure to outdoor, hot temperatures, cold temperatures, wet surroundings, dirt and dust. The work environment includes exposure to continuous and multiple distractions and potential exposure to communicable viruses when interacting with the public or other office employees. These environmental characteristics are representative of those an employee encounters while performing the essential functions of this job. Although marijuana has been legalized under Illinois law, it is a Schedule I controlled substance and is illegal under Federal law.
