Minimum Qualifications
MINIMUM QUALIFICATIONS:
COMPETITIVE MINIMUM QUALIFICATIONS: You must be reachable for appointment on the current Civil Service
eligible list used for filling this title.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience.
Substitution: a bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience.
PROMOTIONAL QUALIFICATIONS:
One year of permanent competitive of 55-b/55-c service as a Registered Nurse 1 (including all parenthetics), RN2 Community (including all parenthetics), Infection Control Nurse, or Registered
Nurse 2 (Utilization).
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 20 or higher deemed comparable to a Registered Nurse Supervisor 1 by the Department of Civil Service.

REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Registered Nurse Supervisor 1.
55 B/C QUALIFICATIONS:
  • Possess the minimum qualifications for this title as established by the Department of Civil
Service and listed on the most recent exam announcement.
  • Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
  • Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.
Non-Competitive Promotion (NCP) - NOTE: If three or fewer qualified and interested promotional
candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee
for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To
qualify, you must be a current OPWDD employee and have one year of service as an Registered Nurse 1.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum
qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any
promotion examination for which they are qualified.
Duties Description

DESCRIPTION:
Provide clinical supervision to nurses in region 3 and works closely with Director of Nursing (DON) / Treatment Team Leader (TTL) in providing administrative supervision on performance issues. Provide mentoring of new Registered Nurses to the agency, provide technical assistance to nursing, administrative staff, and Direct Support Professionals. Assures newly hired RNs have the support they require to begin functioning at an optimal level soon after hiring. Assures adequate staffing through assignment and reassignment of nursing personnel as needed with assistance of TTL / Developmental Disabilities Program Specialist 4 (DDPS4). Implement nursing reviews and works closely with DON / TTL to review results and take corrective action. Verify medical/nursing instructions are carried out. Maintains compliance with Federal, State and agency policies. Provide oversight, support, and input regarding nursing records, training, and medication rooms. Provides technical assistance related to the provision of nursing services and compliance. Nursing liaison with health care providers, DDSO medical staff, day program providers, hospitals, clinics, contract agencies and DDSO administrative personnel. Conducts regular nursing personnel meetings to disseminate information, develop solutions and gather input/ideas. Perform nursing audits to determine if RN is conducting all required health related training for direct care staff. Coordinate training needs for new nursing staff with Staff Development. Ensure basic competencies are complete for new nursing staff in health-related areas. Provide nursing
in-services and ongoing education in related health topics. Other duties as determined by the Director of Nursing and DDPS4.

Additional Comments
  • Please note, the posted Hiring Salary includes the sum of the statutory hiring rate, PS&T Grade 22 ($79,928), Increased Hiring Rate ($10,536), and Geographic Pay Differential ($20,000). Geographic Pay Differential is added to the job rate ($101,197) for the PS&T Grade 22. Additional Compensation may apply based on shift assignment.
