PENN HILLS SCHOOL DISTRICT is Hiring a Director of School District Security Near Pittsburgh, PA

PURPOSE: To ensure the safety, security, and welfare of the students, faculty, and staff on Penn Hills School District property. Shall provide supervision of the District's School Police Officers and all comprehensive security and safety planning for the district’s facilities, including all safety, security, and emergency preparedness. Coordinate planning and assessment to ensure safety and security plans are current, relevant, and inclusive of all District buildings. Develop and/or facilitate relevant training, exercises, reporting, and development opportunities for District employees and other identified stakeholders.

POSITION REPORTS TO: Assistant to the Superintendent for Technology, Innovation, Safety and Security

POSITION SUPERVISES: Assistant Director of School District Security, armed and unarmed security officers, and Student Engagement Specialists.

QUALIFICATIONS:

Education: Bachelor’s degree with administrative and/or coaching experience.

Work Experience: At least ten years of experience working as a police officer with a State, County, or Municipal law enforcement agency. At least two years of law enforcement supervisory experience is preferred. Three years of administrative or management experience in emergency preparedness, EMS Agency, emergency management, public safety, or public health.

JOB REQUIREMENTS:

  • Familiarity with NFPA 1600: Standard on Disaster/Emergency Management and Business Continuity/Continuity of Operations Programs.
  • Experience with training others and coordinating activities of outside organizations; designs, facilitates, and evaluates Homeland Security Exercise and Evaluation Program (HSEEP) compliant tabletop through full-scale exercises. (PEMA Instructor Cadre and FEMA Master Exercise Practitioner preferred).
  • Ability to communicate effectively and tactfully both verbally and in writing and complete reports in a timely manner.
  • Currently certified or willing to be certified in ALICE, National Association of School Resource Officers (NASRO) Basic and Advanced SRO course work.
  • Must meet Municipal Police Officers’ Education and Training Commission (MPOETC) proficiency standards with a District-approved service weapon.
  • A valid PA driver's license is required.
  • Possession of a valid recognized provider First-Aid and Cardiopulmonary Resuscitation (CPR) certificate is required.
  • Act 34/151 /114/126/168 Clearances/Certifications required.
  • PEMA Instructor Cadre preferred.
  • FEMA Master Exercise Practitioner preferred.
  • Certification Preferred (at least one of):PEMA: Municipal or County, IAEM: AEM (Associate Emergency Manager), or CEM (Certified Emergency Manager), CBCP: Certified Business Continuity Professional
  • Knowledge of the necessary components of Emergency Management Operations as defined by FEMA, or ability to acquire within a designated time frame, include Prevention and Preparedness, Public Information, Response and Recovery, Training and Developing Staff, Exercises and Drills, Threat and Hazard Identification, Assessment, and Analysis, Hazard Mitigation
  • Knowledge of applicable federal, state, and local laws, codes, regulations, and reporting requirements about the safety, welfare, and emergency preparedness of personnel and property.
  • Knowledge of current trends in education, research, training, intervention, prevention, protection, mitigation, response, recovery, or related issues.
  • Knowledge of State and Federal emergency planning, drill, and reporting requirements for school districts.
  • Knowledge of State and Federal grant programs, application processes, and reporting/compliance procedures.
  • Knowledge of common emergency management tools and equipment, including 2-way radios, school messaging systems, alarm systems, and traffic and crowd control.

TECHNICAL: Ability to utilize office equipment and electronic software and hardware in the performance of duties.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Officers will have the authority to issue citations for summary offenses. Officers shall refer all potential misdemeanor and felony criminal matters to local law enforcement.
  • Oversight of all District School Police and District safety and security preparedness.
  • Oversee in creation, development, and deployment of the Penn Hills School District Police Department, including the development of the use of force and all applicable processes, policies, scheduling, and procedures for a highly functioning police department that ensures the proper supervision for optimal performance of the Penn Hills School Police Officers.
  • Works directly with building principals and/or administrators (K-12) or other designated safety personnel to provide safety training opportunities for staff and students.
  • Develop and maintain positive relationships with students, faculty, staff, and the school community.
  • Develop and maintain positive relationships with local law and enforcement agencies and area governments, hospitals, emergency service agencies, and other entities to maximize coordination of a needed response effort.
  • Positively communicate with employees and students.
  • In consultation with building and district administration, ensure the Penn Hills School Police Officers effectively engage students regarding safety, security, and other applicable areas in a classroom setting.
  • Ensure the Penn Hills School District Police Officers shall be visible and available on-site.
  • Ensure that the Penn Hills School Police wear only their issued uniform and carry only that equipment authorized by the District. The carrying of equipment that falls outside the minimum standards established by the District must be approved in writing by the officer’s immediate supervisor before its deployment.
  • Ensure the Penn Hills School District Police are assigned to ensure appropriate security throughout the district.
  • Ensure Penn Hills School District Police Officers comply with District guidelines regarding firearm safety on all of the district’s properties.
  • Coordinate with the administration to ensure Safe2Say submissions are efficiently and effectively cleared.
  • Enforce compulsory attendance laws, including, as necessary, visits to students’ homes, issuing citations, and attending truancy hearings.
  • Maintain accurate records in a centralized location, enabling officers to become more aware of any potential situation during their duties.
  • When applicable, share any criminal information gathered and/or obtained with the appropriate law enforcement agencies.
  • Respect and maintain confidentiality regarding personnel and student records and personal communication from community members, School Board, and staff.
  • Serves as the main safety advisor to the Superintendent.
  • Serves as the School Safety and Security Coordinator in accordance with Act 44 and completes the Annual Act 44 Security Report.
  • Assist in developing and enforcing safety and security policies, access control procedures, event plans and mitigation, accident prevention, support risk management efforts, fire safety, transportation safety, emergency management, asset protection, parking control, and traffic enforcement programs.
  • Evaluate the effectiveness of the District-wide emergency preparedness, response, and recovery operations and make ongoing recommendations for improvement.
  • Provide comprehensive critical response training and planning expertise to building principals and District leaders.
  • Coordinates disaster response or crisis management activities such as scheduling and facilitating drills, ordering evacuations, opening public shelters, and implementing special needs plans and programs.
  • Ensures compliance with all State and Federal planning and reporting legal requirements.
  • Coordinates District and building-level emergency management plans as required by 35 PA Code Section § 7101 et seq., as amended, § 7701, 22 PA Code Section 10.24, and Presidential Policy Directive (PPD) 8: National Preparedness; and is compliant with FEMA CPG-101 (Developing and Maintaining Emergency Operations Plans), as well as all other applicable laws and regulations.
  • Conducts ongoing vulnerability analyses and suggests areas for improvement in all schools.
  • Works with other District stakeholders to develop business continuity plans to maintain critical operations in case of a significant event at, or loss of use of, District facilities.
  • Review District 2-Way radio equipment and infrastructure to ensure proper operation and provide staff training on equipment use and communication procedures.
  • Coordinates opportunities for stakeholder feedback (students, parents, community members, etc.) regarding safety and security measures across the District.
  • Identifies and applies for grants and other funding to support safety and security initiatives.
  • Organizes and facilitates threat assessment teams for all District buildings.
  • Annually reviews and revises the District Emergency Operation Plan and submits it to the Allegheny County Emergency Management Agency as required per 22 PA Code Section 10.24.
  • Functions as the National Incident Management System (NIMS) Coordinator to ensure all Administration, Faculty, and Staff maintain NIMS compliance.
  • Collaborates with officials from other agencies to prepare and analyze damage assessments following disasters or emergencies.
  • Inspects facilities and equipment such as emergency operations centers (EOCs) and communication equipment to ensure operational and functional capabilities during emergencies.
  • Serves as the District Emergency Management Coordinator and leads emergency response operations.
  • Keeps informed of federal, state, and local regulations affecting emergency plans and ensures that plans adhere to these regulations.
  • Perform other duties as assigned by the Superintendent.
