Description

Responsible for general management and supervision of all aspects of the organization including operations and service development, in accordance with applicable laws, regulations, and policies established by the Board of Directors as well as their specific directives. Responsibilities include planning, organizing, staffing, directing, coordinating, monitoring, evaluating, and communicating the organization’s activities.

  1. Acts with the authority of the Board of Directors as their duly appointed and authorized representative in all aspects of the operations of the organization. Represents the Board of Directors to the Medical Staff.
  2. Interprets bylaws of the organization, including those of the medical staff, and other board-promulgated policies in cases of uncertainty or dispute, to the extent that the decision of the Chief Executive Officer shall govern unless action is initiated through the formal grievance policy and procedure for a hearing before the Board of Directors.
  3. Maintains current knowledge of federal and state laws and regulations, including Medicare Conditions of Participation, Kansas Hospital regulations, the Kansas district hospital statute, and rules and regulations of agencies such as OSHA, KFMC, Department of Labor, Kansas Department of Health and Environment, Board of Healing Arts, Board of Nursing, and others. Conducts all activities of the organization in compliance with these laws and regulation in coordination with bylaws and policies established by the Board of Directors for operation of the organization.
  4. Develops operating policies, rules, procedures, and directives as may be necessary or desirable to carry out the decisions, directives, and policies of the Board of Directors or to comply with applicable legal or regulatory statutes.
  5. Communicates with the Board of Directors, Medical Staff, managers, employees, regulatory bodies, advocacy groups, vendors, affiliated providers, patients, and the community about activities, operational results, policies and procedures, services, goals and objectives, changes, and decisions. Seeks their input for development of plans, services, operations and other activities of the organization.
  6. Provides adequate and accurate information to Board of Directors for use in decision-making and policy matters. Informs Board of Directors of current trends, issues, problems, and activities regarding health care generally, including community healthcare needs as well as those of the organization, to facilitate in policy-making. Recommends policy positions concerning legislation, government, and other matters of public policy.
  7. Submits regular reports to the Board of Directors and its committees regarding services and financial status of the organization; prepares and submits in a timely manner special reports as may be required or requested by the Board of Directors.
  8. Participates in evaluating Board of Directors function and effectiveness.
  9. Serves on all committees of the Board of Directors attending all meetings. Attends other meetings of the board and committees as required or requested.
  10. Pursues a plan of personal, professional development and continuing education. Enhances growth and development by attending professional meetings and conferences including participation in professional organizations through membership.
  11. Initiates, develops, and maintains cooperative relationships with the business community and other regional health care providers. Actively involved in the community through service organization memberships, speaking engagements, community forums, educational offerings and other opportunities to communicate the organization’s mission and vision.
  12. Coordinates recruitment and retention of medical staff members. Refers medical staff related matters to the appropriate medical staff leadership for resolution, providing follow-up assistance and direction as appropriate. Supervises the credentialing function and related activities for appointment, reappointment, and privileges for medical staff members and monitors their adequacy.
  13. Evaluates the degree of consistency between the stated mission of the organization and its goals, objectives and plans, recommending modifications to the Board of Directors as necessary to resolve conflicts.
  14. Participates with the Board of Directors and Medical Staff in developing a strategic plan for the Hospital District in response to assessed needs of the community.
  15. Develops short and long-term strategic plans for the organization and its offered services which support mission and goals of the organization.
  16. Organizes departmental functions to integrate activities and create a synergized effort toward attainment of goals through effective operations.
  17. Develops a sound organizational structure and submits to Board of Directors for approval. Ensures adequate job design for each staffed position that meets departmental needs and enables fulfillment of departmental objectives and responsibilities.
  18. Develops, implements, and oversees personnel management to include regulatory compliance, EOE, contract negotiations, grievances, wage and salary matters, safety, training, and other programs to enhance employee ability, morale and well-being.
  19. Establishes a system for measuring and evaluating the appropriateness and effectiveness of all healthcare services provided to patients of the hospital, according to established standards of performance.
  20. Develops operating and capital improvement budgets that reflect short and long range goals. Implements budgets as approved by the Board of Directors.
  21. Establishes a utilization review, risk management and quality program consistent with statutory and regulatory requirements to protect the assets of the hospital district. Integrates results of quality outcome measures changing operational practices and services as indicated in response to identified opportunities for increased efficiency while maintaining a high level of quality in the delivery of services.
  22. Insures all district property against damage and maintains general and professional liability insurance against acts of the district, its agents, as well as its Directors and Officers.
  23. Signs contracts or other instruments as the authorized representative of the corporation, except in cases where execution shall have been expressly delegated by law, or by the Board of Directors, to some other officer or agent of the hospital district.
  24. Participates in litigation against the hospital district and recommends to the Board of Directors the need to initiate litigation. Recommends action to the Board of Directors on settlement of lawsuits involving the hospital district.
  25. Evaluates proposed technology acquisitions for contribution to the delivery of health services consistent with the organizations mission, vision, service lines, and goals.
  26. Performs other duties as necessary to preserve and protect the best interests of the organization.

Requirements

  • Bachelor or Master’s Degree from an accredited university (preference given to those with a degree in management or healthcare administration)
  • 1 year or less of directly related experience with community healthcare facilities of similar size and structure (Rural community hospital)
  • 1 year or less management experience in a critical access hospital preferred
  • Previous Kansas healthcare experience preferred

  • Knowledge of governmental regulations and compliance requirements
