All data related activities shall comply with appropriate laws and policies and take into consideration the protection of individuals’ civil liberties and privacy.Systems Engineer (SME)The Systems Engineer SME (SES) will act as lead over other systems engineers. The SES will leverage tools such as ServiceNow, JIRA, or similar ITSM tools to monitor and review team member assignments to ensure equitable use of resources, and to exercise quality control over tasks. Additionally, the SES will meet with their team members daily in SCRUM fashion (10 mins) to provide an opportunity to hear risks and will mitigate as necessary. The SES is also responsible to ensure team members coordinate across teams as necessary for more complex tasks to ensure success, and to ensure team members embrace skill enhancement through mentoring and on-the-job training moments. Solutions requiring new software, methodologies, approaches, or other changes will be coordinated with the task lead and SME forums to ensure that all solutions are within the Client's compliance and are within the constraints of the ATO. Solution stack baselines (a list of pre-approved software and code) will be encouraged to eliminate unnecessary changes to baselines.Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics.Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together, so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower-level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.Systems Engineer / Systems Architect (Senior)Apply technical knowledge to assist clients in the design and development of solutions to complex technical engineering and applications problems, network challenges, or system administration issues. Establishes the basic structure of the system, defines essential core design features and elements that provide the framework. Incorporate engineering strategies for introducing new technology in the support of advanced data analytics using AI/ML into the customer's infrastructure related to Government processes of collection, analysis, production, and dissemination. Performs cost-benefit analyses and regression analyses to determine whether requirements are best met by manual, software, or hardware functions; making maximum use of commercial off-the-shelf or already developed components. Applies knowledge of Government IE engineering needs to design improved processes, generate valid requirements, and ensures that these are consistent with the Government IE enterprise technical architecture. May participate in business development activities. Work with visualization specialist to ensure output is captured to help understand complex problems. Systems Engineer / Systems Architect (Journeyman)Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installing to support the Company's or Client's application systems.Develops computer systems specifications that address business requirements and that fit with the organization's system architecture standards. Establishes and documents system parameters and formats, ensures hardware and software systems compatibility and coordinates and/or modifies system parameters in terms of existing and projected computer capacity and capabilities. Revises existing systems and procedures to correct deficiencies and maintain more effective data handling, conversion, input/output requirements, and storage. Analyzes user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. Defines the goals of the system and devises flow charts and diagrams describing logical operational steps of programs. Analyzes and documents problem, recommends solution, initiates corrective actions. Coordinates application enhancements to existing computer systems, including analysis, design specifications and liaison between vendors and clients. QualificationsRequired Knowledge / Skills / Abilities:Applicable degree(s): Computer Information Systems, Computer Science, Database Administration, Geographic Information Systems, Information Security, Information Technology (IT), IT Management, Network Administration, Software Development, Technical Writing, or Web Design & Development.Demonstrated relevant expertise supporting U.S. Federal Government as a Database Administrator/Manager/Systems Engineer, with hands-on experience with database standards and end user applications.Minimum five (5) years’ working knowledge of data backup, recovery, security, integrity and Structured Query Language (SQL). These five (5) years must be concurrent with the requisite years of work experience.Minimum five (5) years’ working knowledge of database design, data modeling, and data mining techniques, query creation and report generation, documentation, coding, DBA case tools (frontend/backend) with third party tools, and programming languages application programming interface (API). These five (5) years may be concurrent with the requisite years of work experience.Minimum five (5) years’ working knowledge of statistical packages for analyzing large datasets.
