Program Administrator, Child Welfare

We are seeking a dynamic, experienced, full-time Residential Program Administrator for our children’s residential facility in San Antonio. Bachelor’s Degree in social services field strongly preferred and five years of experience as a supervisor in residential program – serving children with intellectual and other developmental disabilities. Licensed as a Child Care Administrator by the Texas Department of Family and Protective Services strongly preferred, or eligible to take the exam within six months of hire. Position works onsite at Habilitative Homes.

What you will be working on (essential duties not limited to the following):

· Assist in the development and management of the programming and operations within approved budget, including staffing hours, and overtime usage, etc.

  • Ensure the highest quality of services to clients to achieve client goals and objectives.
  • Hire, train and evaluate staff.
  • Monitor work product and staff activities and provide improvement feedback.
  • Communicate regularly with staff and other Pathways’ employees through scheduled meetings.
  • Ensure use of extendedReach in all respects and as required to operate the residential program.
  • Ensure adequate staffing to meet program requirements, safety and quality.
  • Ensure compliance with regulatory standards.
  • Work closely with the Treatment Director, and oversee the Program Manager, Case Manager(s), and Direct Support Professionals to ensure program implementation.
  • In collaboration with the Treatment Director, must consult with the Clinical Director for the facility on appropriate treatment services for each resident.
  • Assist in the development and updating of program policies and procedures.
  • Evaluate individual, group, family, milieu, recreation, and other treatment interventions for appropriateness and likely improvement of the program.
  • Make recommendations for program improvements and assist in short and long-term program planning.
  • Review and screen applications for admission and provide input regarding appropriateness of placement in a timely manner.
  • Review and approve resident documentation (e.g. Admissions Assessments, Service Plans, Monthly Resident Progress Reports, etc.).
  • Respond to emergency and crisis situations.
  • Attend court hearings when necessary.
  • Arrange and coordinate annual fire safety inspections with the local fire department.
  • Understand Pathways’ Disaster Emergency Response Plan for the agency and for the program.
  • Ensure internal safety inspections of facilities and follow up on deficiencies and recommendations.
  • Coordinate and ensure fire and disaster drills on a monthly basis including proper documentation.
  • Ensure all staff are properly trained initially and in an ongoing manner, including training in all risk and life safety areas.
  • Work a minimum of 40 hours per week, Monday – Friday, 8:00 am – 5:00 pm, with some weekend, holiday, and evening hours required from time to time.

Requirements for this position include:

  • Bachelor’s degree in social work preferred.
  • Five years of supervisory or management experience in a residential program serving children diagnosed as learning disabled strongly preferred.
  • Licensed as a Child Care Administrator by TDFPS preferred, or ability to receive licensed within six months of hire.
  • Demonstrated expertise in working with families and children placed in substitute care.
  • Demonstrated positive role modeling and leadership skills.
  • Ability to relate positively to residents, family members, staff, caseworker/probation officers, referring agencies, schools, volunteers, etc.
  • Excellent oral and written communication skills.
  • Strong knowledge related to the population served.

Due to the nature of our work, additional requirements include:

· Proof of valid Texas Driver's License (Type C), at least three years of driving experience, access to reliable transportation, and good driving record.

· Employment and personal references.

· Cleared criminal background check.

· Cleared TB test results.

· Cleared pre-employment drug test.

· Working cellular telephone.
