Partnership For Children is Hiring a Chief Quality Officer Near Bloomfield, NJ

 

The Partnership for Children of Essex (PCE) is a non-profit organization dedicated to creating a pathway for hope and improving the quality of life for youth and their families.

Partnership for Children of Essex (PCE) is currently seeking a Chief Quality Officer: 

The Chief Quality Officer is responsible for overseeing all the quality measures of the organization. This position will lead HIPAA and regulatory compliance, quality improvement initiatives, and develop quality standards by working collaborative with department Directors and Managers. The position will also monitor and analyze key performance indicators (KPIs) related to quality care, such as but not limited to data benchmarks on fidelity to Wraparound, admission rates, transition rates, and satisfaction scores. They will utilize quality metrics to identify areas for improvement and inform decision-making.

Key responsibilities include:

  • Serves as a member of Senior Management of Partnership for Children of Essex.
  • Review and analyze critical CMO data that will track, monitor, and improve the quality and efficiency of service delivery in collaboration with the Director of Care Management Operations and Quality Assurance Manager.
  • Oversees the development and management of the organization’s Power Bi dashboard.
  • Evaluates the organization’s existing policies and procedures for HIPAA compliance and Corporate Compliance.
  • Collaborates with management, administration, and legal counsel to identify and address privacy policies and procedures that require improvement.
  • Develops and assists with implementation of new and updated policies and procedures.
  • Maintains policies and procedures related to PHI access and use; ensures strict adherence by all staff with access to PHI.
  • Assesses methods and procedures used to store and transmit PHI; identifies security or other compliance risks and researches and recommends improvements.
  • Oversees the management of the monthly Quality Record Review process.
  • Oversees the data management and analysis of the TOMS and WIFIs to measure the organization’s fidelity to Wraparound.
  • Drafts and implements procedures for addressing and resolving complaints regarding the organization’s privacy policies and procedures.
  • Serves as the internal subject matter expert on HIPAA and Corporate Compliance, maintaining current knowledge of related laws and regulations, and any other applicable federal and state privacy laws or regulations.
  • Responsible for leading and planning the agency’s CARF accreditation efforts and updating and maintaining accreditation standards.
  • Oversees the development and management of annual Quality Assurance and Performance Improvement (QAPI) Risk management Plan in collaboration with the Quality Assurance Manager.
  • Completes annual CSOC Annex A for submission with contract in collaboration with the Management Team.
  • Completes PCE Annual Report.
  • Membership/participation of external committees and/or advisory boards to enhance Agency’s collaborations with system partners and community stakeholders.
  • Leads the Agency’s Oversight Committee
  • Ensures frequent communication with those supervised; discusses all pertinent issues, workload, questions, and concerns; creating an atmosphere in which open sharing of opinion and suggestions are achieved.
  • Provide critical information and analysis and creative ideas to Senior Management and the Board of Trustees of the Partnership for Children of Essex on various metrics.
  • Provide recommendations and creative strategies for improvements/enhancements in policy, procedures, operations, and resources needed within the Partnership for Children of Essex.
  • Performs additional tasks and duties as assigned by the CEO.

Qualifications:

  • Master’s degree in a related discipline (e.g., social work, counseling, psychology, quality assurance or criminal justice). Five (5) years post master’s experience. Three (3) years post master’s supervisory experience.
  • Embrace the mission, philosophy, and values of the Partnership for Children of Essex and demonstrates an ability to work in collaboration with the various individuals and systems involved in the UCMO effort.
  • Clinically and culturally competent, with the training and experience necessary to manage complex cases across child serving systems.
  • Understanding of HIPAAs regulations, requirements, and guidelines.
  • Understanding of Assurance and Performance Improvement Measures.
  • Understanding of Corporate Compliance and related Federal Deficit Reduction Act.
  • Thorough understanding of related information privacy laws and regulations including those governing access, release of information, and security technologies.
  • Ability to explain and present complex information clearly and thoroughly.
  • Ability to work with energy and enthusiasm on a successful team.
  • Bi-lingual a plus.
  • Prior wrap-around experience a plus.
