GENERAL SUMMARY/OVERVIEW STATEMENT
The ideal skill set includes experience instrategic planning in a non-profit setting, financial and project management, administrationwithinaresearchandclinicaldivision,facilitiesmanagement,superborganizationalandteambuilding skills, and a commitment to working with a group of highly motivated research scientists.
PRINCIPLE DUTIES AND RESPONSIBILITIES
1) Provideshort-andlong-termstrategyincloseconsultwiththeDivisionChiefandAdministratorfortheBWH Division of Allergy and Clinical Immunology.

Oversee pre-award management for development of research proposals and budgets. Review incoming awards for accuracy, budget and deliverables (i.e. progress and financial reporting). Ensure all grant proposals from the Division followResearchManagementandsponsorpolicies.Interfacewithpre-awardadministratorsinResearchManagement as needed.3) Establishandmaintainasystemoffinancialmanagementandoversightforresearchlaboratoriesdirectedbyfaculty affiliatesofHarvardMedicalSchool.Managepost-awardprocessforfederalandfoundationawards,includingcost transfers, progress and financial reporting, effort reporting and closeout.
4) Developandanalyzemonthly,quarterlyandannualfinancialstatementsforInvestigatorsandprovideoversightof post-award management for the Division:
A) Maintainfiscalsolvencyofalloperating,sundryandresearchfundswithintheDivision.Monitorfinancial statusofaccountsbyreviewingmonthlyinstitutionalreports.Detectandanticipateshortfallsinfundingor other fiscal concerns and advise Administrator, Division Chief and Investigators on appropriate course of action for resolution
B) Approve expenditures of sponsored research funds, assist with assignment of expenditures to correct accounts, monitor compliance with budgets and identify and investigate potential problems to propose solutions.Makerecommendationsforcostsavingsandre-budgetingbasedonthoroughunderstandingof operating or research requirements and funding regulations.
C) WorkwithInvestigatorsandAdministratortoidentifysalarysourcesforInvestigatorsandresearchstaff. Ensure that salary changes are submitted in a timely fashion in line with funding agency regulations and Research Management guidelines.
D) WorkwithInvestigatorsandResearchFinancetosubmitrequiredannualfinancialreportsforallaward
E) ProvidesummaryreportstoInvestigatorsonamonthlyandadhocbasis.
F) Ensurethatsubcontractsareissuedinatimelyfashionandfollow-upwithInvestigatorsandsubcontractor institutions on invoicing. Annually review statement of work and request progress reporting from subcontractor sites.
G) Trackpaymentsforallgrants,contracts,subcontracts,fellowshipsandsponsoredresearchagreementsto ensure timely and transparent reconciliation of accounts.
H) EnsurethatInvestigatorsareincompliancewith federal (NIH,DOD,NSF,etc.)andnon-federal sponsoring agencypoliciesaswellasapplicablehospitalpolicies.Enforcecompliancewiththesepoliciesbyproviding relevant information and implications to Investigators.
5)Assist Division core facility directors to process and track core facility billing and accounts receivable. Act as a liaisontotheResearchCoresFacilitiesOffice.Participateinthedevelopmentoffiscalyearcorefacilitybudgets.
6)ServeasaliaisonfortheDivisionofAllergy and Clinical Immunology inplanningandnegotiatingcontractsandagreementswithindustryand foundation sponsors.
A) ManagecurrentandpotentiallicensingcontractsincollaborationwithPartnersInnovation.
B) WorkcloselywithGeneralCounseltoresolveIP,licensingandliabilityissuesingrantsandcontracts.
C) Initiateandmanagematerialtransferagreements,datauseagreements,confidentialityagreements,etc.on behalf of the Division
D) MonitorandimplementpolicychangesfromfederalsponsorsincludingtheNationalInstitutesofHealth(NIH)and Dep
E) Defense (DOD) as well as foundation sponsors. Ensure investigators and research staff are in compliancewithallhospitalpoliciesandobtainappropriateapprovalsforhumanstudies(IRB)andanimalresearch (IACUC). Provide guidance to Investigators and Administrator during A-133 audit process as needed.
7) Implement oversight and standard operating procedures to streamline risk management and aversion in research and clinical settings. Create and revise policies and procedures for approval by the Division Chief and Administrator to meetchangingneedsoftheDivisionincludingbutnotlimitedtofinancialoperations,researchspaceandfundraising and development.
8) Oversee and train team of grant and administrative personnel responsible for pre- and post-award activity, research finance,humanresources,visas,facultyappointments,credentialing,seminarevents,administrativemanagementof Division programs and federal cooperative projects, and educational activities. Train administrative assistants and research staff on grant-related issues as need arises. Oversee hiring and supervision of student interns.
9) Serve as liaison to Department of Medicine, Research Management, Research Finance, Materials Management/ AccountsPayable,OfficeforInteractionwithIndustry,HumanResources,DevelopmentOffice, InternationalOffice, Communication&PublicAffairsandotherhospitaldepartmentsasneeded.RepresentneedsofDivisionandworkto ensure those needs are met.
10) Other duties as assigned by the Administrative Director.
Qualifications:QUALIFICATIONS
1) Bachelor’sdegreerequired;Master’sDegreeinResearchAdministration(orequivalent)preferred.
2) Minimumof7-10yearsofprogressivelyresponsibleexperienceinresearchfinancialmanagement.
SKILLS
1) Experiencewithandprovenabilityinresearchadministrationandgrantsmanagementactivities,preferablywithina non-profit academic affiliated hospital or higher education setting
2) Excellentorganizationalskillstomanagelargevolumeandcompetingpriorities.

7) ComprehensivecomputerskillsincludingMicrosoftOffice(Word,ExcelandPowerPoint)aswellasPartners Healthcare applications (InfoED, InSight, PeopleSoft, Vision and POLR)
