We've got what you're looking for. Job Description: Parsons is sourcing candidates for a project within the Department of Defense to provide a Transition Specialist. The Transition Specialist is expected to pursue potential solutions (technologies, processes, skills, and knowledge) and actively identifies, leads, influences, leverages, adapts, or adopts candidate solutions through a variety of mechanisms including the creation of CRADAs, Partnership Intermediary Agreements (PIAs), and identification of new technologies that need intellectual property protections such as patents and licensing. These activities are guided by both the planning and programming artifacts based on analysis, understanding, and forecasts of science, technology, R&D, and commercial trends as they pertain to national security, IC, GEOINT, NGA, and mission partner strategies and needs. RESPONSIBILITIES: * Contractor shall maximize NGA's awareness and understanding of and access to emerging, planned, and current technology or knowledge-based solutions supporting the GEOINT community, IC, NSG, ASG, and NGA emerging, planned, and current technology via UNCLASSIFIED Page 17 of 39 UNCLASSIFIED technology transfer vehicles such as CRADAs, PIAs, EPAs, Other Transaction Authority (OTA) and Patents and Licensing.
* Contractor shall draft, review, edit, staff, and track new and ongoing CRADAs.
* Contractor shall review Intellectual Property (IP) plans in Research proposals or in ongoing Research efforts and coordinate with the OGC on technology transfer mandates under Title 15 USC.
* Contractor shall assist Research and NGA personnel in the development and application of NGA Instructions on best practices, policies, and procedures involving technology transfer. Contractor shall draft documentation for transition policy or agreements.
* Contractor shall advise research scientists on tech transition topics (e.g. project planning for transitions, knowledge of NGA processes, identification of NGA stakeholders or customers).
* Contractor shall coordinate with stakeholders in Research and in acquisition program offices.
* Contractor shall lead and facilitate strategic working groups or planning sessions.
* Contractor shall brief and report on program status through documents and presentations.
* Contractor shall prepare and review team briefings, spreadsheets, and written materials for Government review and approval in response to recurring and ad hoc technical and programmatic staff actions.
* Contractor shall ensure that documents require minimal edits and government direction.
* Contractor shall create and execute data collection plans to capture previous, current, and future technology transition information.
* Contractor shall develop data tracking mechanisms and tools. REQUIRED CAPABILITIES * Experience transitioning DoD/IC technologies and understanding of TRLs, policies, and procedures related to technology development.
* Understanding of emerging technology initiatives such as data analytics, visualization, automation, artificial intelligence, augmentation, modeling, and other strategic initiatives.
* Ability to lead and facilitating strategic working groups or planning sessions and prepare and review team briefings, spreadsheets, and written materials for Government review and approval.
