Parole Board is Hiring a Legal Coordinator Near Natick, MA

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The Parole Board is within the Executive Office of Public Safety and Security (EOPSS) with the decisional authority in the Commonwealth of Massachusetts for matters of parole granting and parole supervision.

The Legal Coordinator is responsible for assisting the Office of General Counsel, including the Life Sentence Unit, in all related matters. This position is responsible for scanning, reviewing, redacting, disseminating, and otherwise preparing parole files for all types of parole hearings and agency litigation. This position will assist with matters of Executive Clemency, Termination of Parole Supervision, and matters involving the Life Sentence Unit including assisting with scheduling and other related functions. Responsible for assisting Office of General Counsel and Life Sentence Unit staff with various tasks based on operational need. The Legal Coordinator has an obligation not to disclose sensitive information accessed through the execution of their job duties.

DETAILED STATEMENTS OF DUTIES AND RESPONSIBILITIES

Scan incarcerated individuals’ parole files and thoroughly review all documents for redaction of any information deemed confidential by the Parole Board to fulfill discovery requests and provide redacted discovery to attorneys.

Scan parole files of formerly incarcerated individuals or parolees and thoroughly review all documents for redaction of any information deemed confidential by the Parole Board and provide redacted copy to requestor.

Assist in drafting correspondence and send written notification letters of upcoming hearings to identified parties as well as notify parties of decisions on matters related to Life Sentences, Executive Clemency, and Terminations.

Maintain and update databases for tracking of interested parties, scheduling, and parole eligibility for Life Sentence matters, Executive Clemency, and Terminations of Parole Supervision. Use of Excel, Adobe Acrobat, and SPIRIT (parole database) will be necessary.

Create and maintain electronic and hard copy files related to Life Sentence hearings, Executive Clemency matters, and Termination of Parole Supervision matters.

Assist with scheduling of public hearings.

Assist with virtual events using Zoom, WebEx, or similar programs.

Create electronic files and hard files for audio and/or video recordings of all parole hearings. Manage uploads of the recordings in SPIRIT and/or other storage systems. Provide technical assistance when needed. Respond to requests for copies of recordings and inquiries regarding the recording process. Disseminate recordings to interested parties.

Assist with hearing participant sign-in and other operational needs on hearing days.

Draft records of decision under the supervision of staff attorneys. Review records of decision for accuracy.

Draft and review forms for use by the Office of the General Counsel, the Life Sentence Unit, and the Board.

Process, organize, and record documents and files to prioritize for archiving purposes pursuant to agency policy and state law.

Draft summaries of relevant information for review when needed and distribute accordingly.

Perform other related duties as required.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
