General Statement of Duties

This exempt position plans, organizes, and leads projects within the District; including planning, design and completion of projects associated with the District’s Water Resources and conservation programs as well as Capital Improvement Projects. This position will be responsible for managing, understanding, applying, and directing the design and construction of projects associated with water portfolio management, water resources master plan development, support and implementation, near and long-term water supply planning and implementation, water efficiency and conservation, and supporting water/wastewater facilities operations.

Supervision Received

Works under the direct supervision of the Water Resource Manager and under the general direction of the Director of Engineering.

Primary Duties and Responsibilities

  • Project management for water resources related projects such as surface water diversion structures, pumping systems, transmission pipelines, well drilling and equipping, well rehabilitation, well replacement, aquifer investigation studies or assessments, and well optimization studies.

  • Provides information and mapping for master planning and project specific needs.

  • Provides near and long-term planning, input for systems needed to support new development, and provides implementation of systems.

  • Ensures compliance with design and government regulations.

  • Works with consulting engineers, contractors, and other agencies to explain, interpret, and create District design requirements, codes, and specifications.

  • Publishes requests for proposals and makes recommendations for selection of consultants and contractors.

  • Works with the Procurement Manager to publish requests for proposals and makes recommendations for selection of consultants and contractors.

  • Reviews specifications and drawings for design projects and supports construction management and administration for water/wastewater projects.

  • Ensures that completed projects meet established quality standards.

  • Provides professional/technical project updates and presentations to District Board of Directors, management, and customers.

  • Provides recommendations to advance the needs of the District’s conservation program.

  • Provides direction to junior engineering/water resource staff.

  • Keeps current on the latest trends in technology and procedures in the utilities industry and makes recommendations for implementation.

  • Assists in developing operational priorities, goals and objectives.

  • Assists other District departments with implementation of projects.

  • Performs additional duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of current engineering design and construction principles and practices applicable to public utilities engineering projects; local, state, and federal laws and regulations related to assigned function.

  • Knowledge of and experience with subsurface geology, hydrogeology, and petrophysics in the Denver Basin Aquifers for water well related work.

  • A basic understanding of water rights decrees related to Denver Basin Nontributary groundwater, tributary surface water, plans for augmentation, exchanges and storage.

  • A basic understanding of water/wastewater treatment.

  • Ability to establish and maintain effective working relationships with employees and citizens; handle sensitive situations with tact and diplomacy; excellent written and verbal communication skills; establish and fulfill goals and objectives; direct and effectively supervise other employees; plan and schedule work unit operations; and perform as a project manager for complex projects.

  • Capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments.

  • Strong interpersonal, analytical, problem solving, project management and leadership skills. Ability to work independently with broad direction and limited supervision.

  • Basic computer knowledge including, but not limited to, Microsoft 365 suite, ArcGIS and AutoCAD.

  • Basic knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.

Qualifications/Experience

  • Education: Bachelor's Degree in Engineering, Geology or related field.

  • Experience: Minimum of 5 years increasing responsible professional level engineering experience in water and wastewater projects. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

  • Professional License Strongly Preferred: Professional Engineer (P.E.), Professional Geologist (P.G.), or Professional Hydrologist (P.H.) or related license.

  • Must possess a valid driver’s license and a Motor Vehicle Record within the acceptable limits of the District’s insurance company.

Working Conditions/Physical Activities

  • Monday through Friday, weekends and after hours as needed. Local and overnight travel may be required.

  • This is an in-office position.

  • Work generally performed in an office environment; however, does include work performed on construction sites where there may be exposure to dust, noise, traffic and moving construction equipment; in office situations; and at water and wastewater treatment facilities where noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are present.

  • Works indoors and outdoors in all weather conditions and over all types of terrain. May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards.

  • Full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. May stand for extended periods of time.

  • Vision is needed for reading, computer input, recording, and interpreting information such as blueprints and plans; speech and hearing are used to communicate with other employees over the telephone, radio and in person.

Equipment Used

  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
