Park City Municipal Corporation is Hiring a SENIOR PLANNER- HISTORICAL PRESERVATION Near Park, UT

JOB SUMMARY

Performs reviews of current planning projects, manages special planning programs, and conducts land use studies with a primary focus on Historic Districts and Design Guidelines. Provides information to the public regarding planning, zoning, annexation, site plans, conditional uses, and land use. Assists the City Council, Planning Commission, Historic Preservation Board, and Board of Adjustment on planning and zoning matters. Provides over-the-counter assistance to members of the public and conducts planning and zoning research for city officials and the public.

TYPICAL JOB DUTIES 

Project Manager for major department projects. Manages Historic District Grant program administration and policy coordination.

Provides team leadership support and expertise to Planning staff. Makes recommendations to Planning Director concerning hiring, firing, advancement, assignments, and promotion of Planning staff positions. 

Assists the Planning Director and Assistant Planning Director in the administration of the planning department by reviewing and tracking projects, reports and studies, scheduling, publication of noticing, and meeting agendas. 

Coordinates Historic District code amendments and oversees the creation of the Design Guidelines Handbook document for the 2019 code update, including photographs, illustrations, project examples, etc.

Monitors the implementation of ordinances pertaining to historic preservation. Maintains records regarding the progress of projects, daily activity log, and other pertinent records or reports.

Prepares detailed planning and related reports for presentation of professional recommendations to the Planning Commission, Historic Preservation Board, Board of Adjustment, and City Council.

Performs comprehensive technical analysis for complex planning projects, including environmental studies, and provides technical assistance pertaining to land use and planning issues to department supervisors.

Conducts Historic District Design Review, Conditional Use Permit review and analysis, review for Subdivision/Plats, Master Planned Developments, and other planning project review as assigned.

Prepares ordinances, development agreements, annexation agreements, and memorandums of understanding.

Maintains a thorough understanding of the City’s General Plan and assists with the General Plan update as directed by the Planning Director.

Acts as the Staff Liaison with the Historic Preservation Board, Utah State Preservation Office, and Historic Preservation consultants, applicants, and contractors.

Coordinates with the Planning Director and City Attorney regarding noticing requirements, Land Management Code amendments, General Plan updates, planning recommendations, and other land use policies.

Monitors ongoing projects and inspects completed projects for compliance with codes and conditions of approval.

Coordinates with citizen and special interest groups as necessary to obtain citizen opinions, suggestions, and recommendations, on issues of neighborhood and community concerns.

Coordinates with other PCMC departments to obtain technical information and recommendations relating to specific projects and programs requiring interdepartmental cooperation.

Provides updates and reports to the media, including radio, relating to activities of the Planning Department and Planning Commission as directed.

Supervises planners and interns as assigned.

Provides support and input to the Planning Director and staff planners as required.

Other duties as assigned or directed. 

QUALIFICATIONS

Required:

  • Valid Utah State Driver’s License.
  • Bachelor’s degree in planning or closely related field.
  • Two years progressively responsible planning experience with historic preservation.
  • Five years progressively responsible planning experience with both complex projects and long-range planning.
  • Computer literacy in Microsoft Office software.
  • Ability to obtain City NIMS certifications.

Preferred:

  • Master’s degree in planning or closely related field.
  • Experience in resort-related planning, sustainable/environmental planning, and long-range planning best management practices. 
  • Computer literacy in GIS, Adobe Creative Suite, Sketch-Up, or similar.
  • AICP certification or ability to obtain.
  • American Planning Association member or affiliation.

WORK ENVIRONMENT

  • Work is performed primarily in a climate-controlled office setting. May involved extended periods of sitting, typing on a keyboard, and using a telephone among other office equipment including copier, fax, etc.
  • Some work is performed in vehicles and outdoor settings, in all weather conditions including extreme temperature extremes.
  • Considerable exposure to stressful situations
  • May require small amounts of travel to and from meetings, trainings, and conferences.
  • The noise level in the work environment is usually moderate to low.
  • Regular non-traditional working hours which may include evening and weekend meetings.
