Accounting Technician IV - Grants

Location: Finance Department

12 months, 8 hrs/day

Grade 31, $24.40/hr

Non-Interim Position

Dates: 7/3/2023 - 6/30/2024

Purpose Statement

The job of Accounting Technician IV - Grants is done for the purpose/s of processing, recording, updating and reconciling fiscal information in compliance with established policies; providing instructions, recommendations and/or accounting support to other personnel; and analyzing expenditures against budget.

This job reports to Director of Budget & Finance

Essential Functions

Analyzes financial information (e.g. statements, etc.) for the purpose of identifying potential budget variances, compiling statistical information, developing procedures, and conforming to established financial practices and regulatory requirements.

Compiles a wide variety of financial information (e.g. intricate federal & state reports, etc.) for the purpose of providing required documentation and/or processing information required by federal guidelines for government funding.

Conducts internal audit of district funds for the purpose of ensuring compliance for preparation of Annual

State Audit.

Coordinates a wide variety of accounting projects and complex funds for the purpose of providing required guidance and support.

Develops new accounting procedures for implementation for the purpose of providing internal financial controls throughout the organization and ensuring compliance with established accounting practices and all applicable regulatory requirements.

Interprets chart of accounts, code requisitions & contracts for the purpose of ensuring accuracy of payments in compliance with the USFR.

Monitors account balances and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits and/or fiscal practices are followed.

Prepares a wide variety of written materials and electronic financial information (e.g. expenditure reports for Governing Board approval & ratification, journal entries, summary reports, quarterly reports, etc.) for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal and/or administrative requirements.

Provides technical expertise and direction to staff, school personnel and administration regarding accounting issues and related financial activities for the purpose of conveying pertinent information regarding the organizations financial operations and ensuring compliance with established policies, practices and regulatory requirements.

Recommends policies, procedures and/or actions on issues that relate to accounting functions for the purpose of providing direction and/or decision making.

Reconciles fiscal information (e.g. district revenue and account balances, etc.) for the purpose of verifying accuracy of information, maintaining accurate balances and complying with accounting practices.

Represents assigned Supervisor in their absence for the purpose of conveying and/or gathering information required for their functions.

Trains subordinates regarding proper accounting practices for the purpose of ensuring compliance with the fund account and generally accepted accounting principles.

Verifies budget and cash availability for the purpose of ensuring that allocations are accurate and complying with established account practices.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform single, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying district, state and federal policies and regulations; operating standard office equipment including pertinent software applications; performing accounting procedures; and preparing and maintaining accurate records; analyzing budgets; auditing financial reports.

KNOWLEDGE is required to perform advanced math; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles and budget processing; codes/laws/rules/regulations/policies; cost/fund accounting.

ABILITY is required to schedule activities, meetings, and/or events; gather and/or collate data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; maintaining confidentiality; setting priorities; meeting deadlines and schedules; adapting to changing priorities; accuracy and attention to detail.

Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; directing other persons within a small work unit; utilization of some resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization’s services.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 90% sitting, 5% walking, and 5% standing. This job is performed in a generally clean and healthy environment.

Experience: Job related experience within a specialized field with increasing levels of responsibility is required.

Education: High school diploma or equivalent.

Equivalency: Two semesters of college accounting and three years experience in A/P & automated full charge; double entry bookkeeping or minimum five years experience in A/P & bookkeeping.
