PANHANDLE HEALTH DISTRICT is Hiring an Environmental Health Specialist 1 Near Hayden, ID

Panhandle Health District’s Hayden office is in search of (2) full-time Environmental Health Specialists 1 (EHS 1) to join our team. If you're ready to make a positive impact on public health while ensuring environmental compliance we want to hear from you.

Job Summary:

The Environmental Health Specialist 1 promotes individual and population public health by providing the essential services of public health within a variety of settings. Developing knowledge of environmental and public health objectives, policies, and rules, and inspects, evaluates, and attains compliance with environmental health laws, advises on environmental concerns and performs related work.

Duties/Responsibilities:

· Implements environmental and public health statutes, rules, ordinances, policies, procedures, and processes to assure that public health is protected.

· Determination of the existence and cause of environmental health risks, and violations.

· Determination of the suitability for placement of on-site septic systems utilizing applicable rules and policy.

· Assessment of food establishments for compliance with applicable rules and determination of appropriate corrective action.

· Assessment of land development projects for compliance with sanitary restrictions requirements as outlined in Idaho Statute and statewide policy.

· Provide input to proposed statute, rule, ordinance, policy, or procedure changes related to programs implemented by the organization.

· Understands the need for, and implementation of, continuous quality improvement.

· Utilizes feedback from performance monitoring to improve individual performance and the overall level of environmental protection in the community.

· Provide recommended solutions and corrective actions, and ensure compliance through education, negotiation, warning letters, permit suspensions, revocations, and embargoes.

· Provide public health education through food handlers training classes, septic system installer classes, realtor classes, and presentations to industry groups.

· Participation in gatherings with agency and community stakeholders.

· Regular communication with agency partners (County, State and Federal entities) to pursue resolution to issues that involve joint jurisdiction.

· Includes inspecting facilities and enforcing ordinances, rules and statutes in the food safety, on-site sewage disposal, day care, swimming pools, nuisance complaints, solid waste, mortgage surveys, and public drinking water or vector control programs.

· Collaborates with community and agency partners to improve overall public health.

· Ability to describe to the regulated community the rationale behind environmental health rules, ordinance, and policies, and their significance to public health.

· Participate in community groups that share public health’s vision of healthy people in healthy places.

· Collaboratively works within the Environmental Health section to complete assigned responsibilities.

· Performs other duties as assigned consistent with job classification.

Qualifications and Proficiencies:

· Bachelor’s degree in health sciences or related field.

· Must be familiar with Microsoft Office programs.

· Must develop a working knowledge of the environmental health section’s data collection and storage procedures and database systems.

· Good oral and written communication skills.

· The Environmental Health Specialist 1 must obtain licensure within one year of appointment. Incumbent must be willing to meet the National Environmental Health Association registration requirements as an Environmental Health Specialist or Trainee.

· Valid driver's license.

· National Incident Management System (NIMS)/Incident Command System (IS)100, 700 and Public Health Ready 101 within six (6) months of employment.

Physical Requirements:

· General office setting in health department facilities.

· In all settings, employees in this classification may occasionally need to relate to members of the public who exhibit challenging, atypical, or hostile behaviors and/or communication.

· Work may involve exposure to extreme weather, physical hazards, infectious diseases, toxic substances, and hazardous materials.

Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities:

· Engage in the following movements: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and writing and repetitive motions.

· Exert up to 30 pounds of force occasionally, and/or a negligible amount of force
constantly to move objects.

· Visual ability must be sufficient enough to read typewritten documents, computer screen and drive a car.
