POSITION DESCRIPTION

Title : Laborer

Department / Division : Utilities Department

Status : Full-Time / Hourly

Supervisor : Utilities Manager

Subordinates : None

POSITION SUMMARY :

Under the supervision of the Utilities Manager, the Laborer will be responsible for providing construction and maintenance support to meet the Tribal goals and objectives for water and wastewater service to residents of the Pala Band of Mission Indians Reservation.

The position performs various assigned duties for the construction, maintenance and operation of the water and wastewater systems and facilities within the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Assists in digging the trenches and installing pipeline components (pipe, valves, fire hydrants, service laterals, manholes, miscellaneous vaults, facilities) for new water and wastewater systems and the repair of existing systems.
  • Assists in the construction and maintenance of water well facilities, wastewater treatment plant and pump station facilities, Operations and Maintenance Building and ground, access roads, and the general maintenance of tools and equipment.
  • Assists in responding to customer inquiries concerning water and wastewater service and emergency repairs to water pipe breaks and sewer blockages.
  • Willingness to participate and complete certifications for water and wastewater operators (i.e., water and wastewater operator certification, cross connection / backflow certification) recognized by official agencies such as Federal EPA, AWWA, University of Southern California Cross Connection / Backflow, Association of Boards of Certification, Inter-Tribal Council of Arizona, Inc.
  • As directed, prepares written reports of data collection and facilities maintenance.
  • As directed, participates in water quality program and other departmental programs and / or projects.
  • Attends workshops, seminars and training, (local, overnight and out-of-state).
  • Performs other related duties as directed by the Director of Utilities.

KNOWLEDGE, SKILLS, CERTIFICATIONS AND ABILITIES :

  • Proficient in the use of small hand tools and power tools is desirable.
  • Knowledge use and application of water / wastewater construction and maintenance equipment and experience with small community water / wastewater systems (i.

e., water wells, water tanks, pipelines, valves, sewers, pump stations, etc.).

Must be able to effectively communicate verbally and perform duties independently.

MINIMUM QUALIFICATIONS :

  • High School graduate or equivalent education (GED) or related fields.
  • Minimum (6) six months general construction or maintenance experience.
  • Physical and emotional condition adequate to meet the demands of the assigned workstation and duties.
  • Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians.

Must pass pre-employment and random drug testing during employment.

  • Must have a valid class C driver’s license in good standing.
  • Successful completion of a background check will be required.
  • Indian preference will apply. The Pala Band of Mission Indians will give hiring preference to fully qualified applicants who are Pala Tribal Members.
