Responsibilities:
Assists in daily coordination of project(s) including preparing and maintaining project plans, budgets, and staffing requirements. Tracks progress and identifies/resolves obstacles. Communicates to internal and external clients. Prepares purchase requisitions (PRs) and tracks procurements and service contracts throughout lifecycle. Supports business office in setting up financial structures, work breakdown structures, and maintains financial integrity. Has knowledge of a wide-range of PNNL business systems. May perform some administrative tasks such and arranging meetings, developing agendas and preparing progress reports.
Provides “cradle-to-grave” (proposal to closeout) business management coordination of projects, including developing proposal materials and cost estimates, preparing and maintaining project plans, creating and maintaining financial tools such as budget and labor reports, coordinating budget management, identifying potential issues impacting project execution, performing integrated change control as needed and project closeout, and serving as a resource to the project manager and project team regarding all phases of project lifecycle. Maintains project documentation and drafts updates with limited guidance from the project manager. Tracks progress and identifies/resolves obstacles. Communicates to internal and external clients. Prepares purchase requisitions (PRs), drafts statements of work, tracks procurements and service contracts throughout lifecycle and serves as a Technical Oversight Representative (TOR). Develops project financial structures, work breakdown structures, and maintains financial integrity of the budget. Has knowledge of a wide range of PNNL business systems and understands project management standards. Performs job scope with limited mentoring and has the ability to mentor early career Project Coordinators and Administrative Coordinators. May also coordinate and assist with management of overhead and internal investment funding.
The position requires flexibility in order to balance competing priorities on multiple projects and resolve issues in a timely manner. The person in this position will be expected to identify potential budget and project management problems and recommend solutions; demonstrate sound judgement in taking appropriate actions and solving issues (seeking guidance from mentors or senior Project Coordinators as needed); identify areas for continuous improvements, and work with others to develop solutions.
The position may also work on projects that have significant quality assurance requirements.
This position will be expected to work with non-sensitive, sensitive, and classified information as appropriate for individual projects. The person in this position must recognize and accept that they will be working in technical areas associated with topics related to the National Security of the United States.
Specific responsibilities include:
  • Preparing weekly and monthly financial status reports, participating in project team meetings, and tracking project labor for a variety of nuclear-related projects.
  • Supporting proposals for new projects, including preparing cost sheets in the Proposal Pricing System (PPS) and additional financial forms. Incumbent will also assist with coordination and tracking of larger proposal efforts, as needed.
  • Assisting project managers and senior Project Coordinators with updates to statements of work, EPRs, preparing cost sheets and WALS entries to accept new funding.
  • Coordinating with the Sector and NSD Business Office to monitor incoming funding and responding to requests for funding information.
  • Developing and maintaining project SharePoint sites when requested.
  • Serving as the Technical Oversight Representative (TOR) for service and goods procurements subcontracts, including accrual input entries as needed.
  • Developing basic tracking tools and financial reports for new projects.
  • Developing project spend plans and reporting cost variances.
  • Developing draft input for monthly project reports and project management plans.
  • Acting as Records Custodian for projects, serving as a resource on records requirements, and ensuring records are complete and uploaded into eRecords on a timely basis.
  • Working with senior project staff to update and maintain task documentation such as quality assurance procedures, software quality assurance plans and security plans.
  • Preparing basic cost estimates using Cost Estimator.
  • Assigning project budgets and managing WBS structures within the Project Portfolio Management (PPM) system.
  • Providing support to NNSA projects in the Nuclear Stockpile Partnership (NSP) Sector.
  • Providing mentoring and training to early career Project Coordinators and Administrative Coordinators.
  • Approving for P-card Reconciliations, ATRs, and Expense Reports as delegated by the Group Leader.
  • Assisting with submittal of project deliverables to Clients as needed.
  • Coordinating and tracking corrective actions to completion and closeout.
Qualifications:
Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience -OR-
  • AA and 14 years of relevant experience -OR-
  • HS/GED and 16 years of relevant experience
Preferred Qualifications:
  • Knowledge of Battelle, PNNL, and DOE project management, proposal and financial policies, procedures, resources, and organizational structures
  • Experience with internal PNNL financial software programs (such as EPR, PMR, PPM, WALS, etc.)
  • Demonstrated intermediate to advanced Microsoft Word and Microsoft Excel skills
  • Strong oral and written communication skills
  • Experience with procurement activities

Additional Information:
This position requires the ability to obtain and maintain a federal security clearance.
Requirements:
  • U.S. Citizenship
  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position (TDP):
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
