POSITION SUMMARY

Manage EEO Program and support the oversight and coordination of federal and state law. Plan, develop, coordinate, and administer the Disadvantaged Business Enterprise program to ensure compliance with this Federally mandated program that encourages states to contract with small business concerns which are owned and controlled by socially and economically disadvantaged individuals. Monitor OJT Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Collaborate and advise human resource staff on EEO, affirmative action, and diversity.
  • Maintains knowledge of developments, trends, and best practices in EEO administration, including federal and state legal and regulatory changes and changes to the EEO practices of other major companies; based on this knowledge, recommends revisions and updates to the company's EEO and affirmative action policies.
  • Oversees an affirmative action plan for the organization; establishes affirmative action goals; monitors progress and collaborates with management to achieve these goals.
  • Develop and implement reporting and audit procedures to assess the effectiveness of the organization's EEO, affirmative action, and diversity programs.
  • Conducts audits to assess the organization's compliance with federal, state, and local discrimination laws.
  • Prepares reports on investigations or audit findings and makes recommendations.
  • Investigates internal discrimination complaints.
  • Prepares and submits annual EEO reports.
  • Designs and implements company-wide training programs on EEO requirements including instruction on all forms of prohibited discrimination and harassment, as well as affirmative action and diversity initiatives.
  • Collect and review Certified Payroll Reports (CPR) and supporting payroll records (statements of compliance, fringe benefit statements, deductions, apprentice registration, etc.) submitted by subcontractors. Methods for collecting data will include both web-based applications and hard copy submissions.
  • Communicate with subcontractors to resolve discrepancies/inadequacies relative to CPR submittals.
  • Plan, develop, coordinate, and administer the Disadvantaged Business Enterprise program to ensure compliance with this Federally mandated program that encourages states to contract with small business concerns that are owned and controlled by socially and economically disadvantaged individuals.
  • Determines qualifications of and certifies DBEs to participate in programs; conducts workshops on program requirements and the bidding and construction process.
  • Identifies opportunities for on-the-job training in each Federally funded construction project receiving.
  • Explains program to prime contractors; monitors each OJT and reports on the progress/results.
  • Investigates allegations of prime contractor discrimination and non-compliance practices against DBE firms; prepares reports of findings; recommends Department follow-up.
  • Monitors and evaluates activities of the various programs for attainment of goals, objectives, and compliance with state and federal laws and regulations.
  • Gathers and compiles data and prepares statistical and fiscal reports of program activities.
  • Other duties perform as directed by management.
