POSITION SUMMARY

Assist and help support the manager of the Disadvantaged Business Enterprise (DBE) and On-The-Job Training (OJT) Program. Help plan, develop, coordinate, and administer the program to ensure compliance with this Federally mandated program that encourages states to contract with small business concerns that are owned and controlled by socially and economically disadvantaged individuals. In addition, help the DBE Manager monitor the OJT Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide the DBE manager with information, analytics, data, and documents to help determine qualifications and assist in the certification of DBEs to participate in programs.
  • Assist the DBE manager in conducting workshops on program requirements and the bidding and construction process.
  • Assist with identifying opportunities for on-the-job training in each Federally funded construction project receiving.
  • Monitor and track each OJT and report on the progress/results.
  • Document and log allegations of prime contractor discrimination and non-compliance practices against DBE firms; prepare reports of findings; monitor Department follow-up.
  • Monitor and evaluate activities of the various programs for attainment of goals, objectives, and compliance with state and federal laws and regulations.
  • Gather and compile data and prepare statistical and fiscal reports of program activities.
  • Other duties performed as directed by the DBE manager.

EDUCATION, SKILLS, & QUALIFICATIONS

  • At least 2 years of experience in DBE/OJT.
  • Experience with big data and tracking and reporting systems.
  • Knowledge of federal and state rules and regulations governing DBE/OJT and causes and effects of discriminatory practices.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, organizational, analytical, problem-solving, time management skills, attention to detail, and the proven ability to meet deadlines.
  • Ability to understand and analyze federal and state legislation and corporate policies.
  • Proficient with Microsoft Office Suite or related software.

PHYSICAL DEMANDS

  • Must be able to remain in a stationary position for long periods.
  • Minimum physical exertion such as walking, lifting, standing for long periods, bending, or reaching may be required.
  • Requires visual ability to perform tasks: preparing and analyzing data, viewing a computer, and extensive reading.
  • Requires the ability to physically operate standard office equipment i.e., laptop, phone, keyboard, mouse, etc.

The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The initiative includes the rehabilitation or replacement of select bridges—grouped in packages—and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, and improvements to nearby impacted roadways.
