Electrical and Commissioning Manager

An Overaa Manager is an essential part of a team of individuals responsible for successfully delivering construction projects to our clients. The E&C Manager sets the tone for the project with careful pre-planning and de-risking of project variables. They build collaborative client and stakeholder relationships. They inspire, motivate and mentor their teams to successfully complete projects safely in accordance with Overaa’s values. The E&C Manager is responsible to deliver a project (or projects) on schedule and within budget and manage all the moving parts to make that happen.

Overall Responsibilities and Authority

  • Coordinate all testing and startup activities
  • Prepare all startup and field testing plans, documentation, and forms
  • Serve as liaison between Contractor, Engineer, and Owner for all startup and testing activities.
  • Develop a comprehensive schedule for all startup activities and provide regular updates in collaboration with project team.
  • Schedule and lead startup, testing, and commissioning meetings prior to and during the commissioning process.
  • Understanding of the Project Schedule with the ability to effectively communicate schedule opportunities and risks to the Project Team.
  • Coordinate manufacturers services and certification of proper installation and/or operation of equipment.
  • Oversee and administer all startup, testing, and commissioning activities, including either direct participation in the activities and/or oversight and monitoring of activities. It shall be the Manager’s responsibility to assure that all tests have been completed in accordance with accepted testing procedures.
  • Ensure readiness for and coordinating maintenance, repair, and adjustment of equipment and systems during startup testing and commissioning.
  • Conduct or oversee pre-test checks to ensure readiness for testing.
  • Verify all piping hydrostatic testing and flushing has been completed prior to field testing connected equipment.
  • Ensure all testing equipment is in proper working order and has been calibrated to appropriate standards.
  • Enforce safe work policies and procedures including lockout/tagout procedures and personal protective equipment policies that will be followed during all field startup and testing activities
  • Review and coordinate all equipment training sessions to assure that the training includes all applicable operation, maintenance, safety, functional, performance, and startup and testing information.
  • Organize teams made up of qualified representatives of Suppliers, Subcontractors, and others, as appropriate, to efficiently and expeditiously startup and test the equipment and systems installed and constructed on the project.
  • Ensure the development and maintenance of records documenting all startup, testing, and commissioning activity.
  • Organize and coordinate any necessary Electrical Testing required for the project.
  • Responsible for risk management as it relates to project execution, process operation, and commissioning.
  • Responsible for developing project budgets, cost control, change management, manpower and resource planning, and financial projections as it relates to commissioning and startup.
  • Studies the prime contract with the owner and is responsible to know our rights and
  • obligations under the contract.
  • Understands the notice provisions of the prime contract and follows strict adherence to them to preserve our rights and reduce our risk.
  • Reports to Project Manager.


Experience and Skills:

Qualifications

  • 5 years of relevant project experience in all phases of construction.
  • Water or Wastewater Operator experience is beneficial although not explicitly required.
  • Electrical and Commissioning Manager shall have the necessary experience to fully understand all startup requirements and to manage internal and external resources
  • Demonstrated experience with SCADA systems and integrating new instrumentation and controls into existing SCADA Systems.
  • Degree in Construction Management, civil engineering, mechanical engineering, environmental engineering or related field experience.
  • Organized with a systematic approach to achieve high level results.
  • Excellent interpersonal skills, including the ability to manage diverse personalities.
  • Knowledge of Procore, PlanGrid, Bluebeam, Revit, SketchUp, AutoCAD, Primavera, Navisworks, Microsoft Project, and Viewpoint project manager software is a plus.
