Outagamie County is Hiring a Human Services Specialist (CYF-Access Phones) **Part Time Position Near Appleton, WI

Under general supervision of the Division Manager - Children, Youth & Families, the Human Services Specialist provides direct or indirect client services and technical support. The overall purpose of this position will be to work with the child protection social work staff in both intake and ongoing units to ensure that all of the required paperwork and tasks related to case management is completed in designated Child in Need of Protection and Services and Termination of Parental rights cases.

Department of Health and Human Services-Children Youth and Families320 S. Walnut St. in Appleton, WIThe following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Maintains knowledge of Federal and State rules, regulations and Administrative Codes that impact Child Protective Services including becoming familiar with the Children's Code, Chapter 48 and Wisconsin Child Protective Service On-going Standards. This position will provide quality assurance over certain legal CHIPS and TPR files.
  • Enters appropriate information and data into the Electronic Wisconsin Automated Child Welfare Information System (e-Wisacwis).
  • Obtain releases of information signed by case participants and update annually as needed in designated cases.
  • Assure that Foster Parent A & B is completed by social worker placing child/ren and given to foster parents and documented in wisacwis.
  • Assure and assist that every child in out of home care has a picture taken and uploaded in the case record every six months
  • Ensure that the Education Passport is completed and shared with the school of attendance
  • Follow up on all records requested to ensure that they are in the file including records from law enforcement, medical, school and mental health clinicians
  • Mining files of families with extensive history with the Department providing a summary of past history and pertinent and relevant information in the case management of the current file as directed the supervisor or manager
  • Review certain court orders from the court to ensure accuracy in not only order language but the attachments and notifications
  • Check CARES, KIDS and Accurint to find relevant case participants and to report on paternity
  • Any ICWA case will be assigned to this person for review to ensure that all documentation has been completed in wisacwis and official proper notice according to statute are completed
  • Responding to Discovery requests and working with the social worker and system support to ensure the timely dissemination of discovery to the District Attorney's office
  • Redacting records from open client record requests in certain cases
  • In cases of trial preparation by social workers for either a CHIPS or a TPR legal process, assist in the organization of all discovery and evidence
  • This position will review reports of open TCM authorizations and ensure that authorizations are entered by staff timely, are accurate, and discontinued timely. This position will provide on-going training on the use of The Clinical Manager and work closely with the Accounts Payable Unit to ensure providers are being paid
  • This position will be back up to the HSS Access receiving and documenting reports of child abuse and neglect
  • Provides assistance and support to social work staff as deemed necessary and as directed by the Manager
  • Graduation from high school; Associate's Degree in Human Services or related field preferred. 
  • For Human Services Specialist II at least one year at the I level; for Human Services Specialist III at least three years at the II level. 
  • Some Human Services Specialist III's may require office billing/receivables experience with mental health claims processing experience preferred. 
  • Experience with services to persons involved in the child welfare system and with mental illness or a similar population may be preferred for some positions. 
  • Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Ability to effectively communicate in English and understand and follow written and oral instructions.
  • Excellent oral and written communication skills.
  • Ability to determine priorities, plan and organize work schedule to meet mandated deadlines. Attentive to details especially in the review of written documentation.
  • Displays a high level of initiative, effort and commitment towards completing assignments efficiently and accurately. Works well in independent project development and adapts easily to multiple projects, assignments and deadlines.
  • Ability to respect individuals and their differences.
  • Knowledge of and demonstrated ability to conform to goals, policies, and procedures of the Department as well as the Outagamie County Work Rules and Terms of Employment.
  • Ability to establish and maintain effective working relationships with co-workers, other county and agency employees, the courts, and the general public.
  • Ability to maintain confidentiality and accountability.
  • Ability to add, subtract, multiply, divide, and figure simple mathematical calculations.
  • Knowledge of accounting and bookkeeping procedures and business math, and the ability to solve accounting problems.
  • Knowledge of Microsoft Office, Word, and Excel; Knowledge of eWisacwis and TCM.
  • Knowledge of community resources and programs available within the County.
  • Ability to interpret and analyze complex data with a high degree of accuracy.
  • Valid Wisconsin Driver's license
  • Skill in the use of telephone, calculators, copy machines, computers and other office equipment.
