DISTINGUISHING FEATURES OF THE CLASS: An employee in this class responds along with a volunteer ambulance crew to the scene of emergencies. The Advanced Life Support Technician provides first-aid and emergency medical treatment to injured or ill persons both at the scene and while en-route to a hospital or an air transport landing zone and monitors a patient’s medical condition and vital signs during transport. The incumbent also stands by at the scene of non-medical emergencies to monitor the medical condition of emergency services personnel working at the scene and to provide medical treatment if needed. Patient care is delivered within the scope of the employee’s Emergency Medical Technician Certification as regulated by the New York State Department of Health, and the medical directives of medical control facility doctors Work is performed under the administrative supervision of the Director of E-911 Communications with general oversight being provided by the Emergency Services Coordinator. Does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative Only)

Responds along with a volunteer crew to the scene of emergencies to provide first-aid and emergency medical treatment to injured or ill persons both at the scene and during transport to a hospital or an air transport landing zone, or to monitor the health of personnel on the scene of an emergency incident;

Obtains information from patients about their medical history and/or current symptoms or from the patient’s family members, or bystanders if necessary;

Completes a full medical assessment of each patient, and uses a two-way radio or cell phone to report nature of injury or illness to the receiving medical facility, and to request medical direction from a medical control physician when necessary;

Assists with lifting, carrying and loading patients into and out of the ambulance;

Provides emergency medical services such as extrication, splinting and immobilization, administration of oxygen, suctioning, insertion of airway, hemostasis, cardiopulmonary resuscitation, emergency childbirth, electrocardiogram monitoring, intravenous access, drug administration, defibrillation, etc. to injured or ill persons;

Monitors and records vital signs of pulse, blood pressure and respiration and other biomedical information such as pulse oximetry, blood glucometry, and electrocardiograms;

Calculates weight and volume ratios for medication administration;

Administers oral, intra-muscular, subcutaneous, intravenous, intraosseous, nebulized, and endotracheal medications as directed following standing medical orders in protocols, or at the receiving medical control facility’s monitoring physician’s direction when orders are required;

Brings the ambulance back to pre-call condition by restocking the ambulance with drug and medical supplies, disposing of medical waste and decontaminating the interior of the ambulance and medical equipment in accordance with established guidelines;

Completes pre-hospital care reports, drug and medical supply and inventory records, and daily call logs in accordance with State requirements and hospital protocols;

May drive the ambulance to transport a patient when a patient can be monitored by a Basic Life Support Technician during transport;

May make presentations to students and the general public on emergency service career and volunteer opportunities.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of Advanced Emergency Medical Technician – Critical Care (AEMT-CC) or Advanced Emergency Medical Technician – Paramedic (AEMT-P) procedures; good knowledge of, and skill in administering Cardiopulmonary Resuscitation (CPR) techniques; good knowledge of, and skill in implementing Advanced Cardiac Life Support (ACLS) procedures; good knowledge of the geographic composition of the area served including road and street names and the location of businesses and landmarks; ability to perform all functions of an AEMT-CC or AEMT-P; must have strong leadership skills and the ability to perform complex life-saving functions in extremely stressful crisis situations; ability to compile accurate and complete pre-hospital patient care reports, daily call logs and drug and medical supply inventory records; ability to operate two-way radio equipment; ability to drive an ambulance safely in emergency and/or inclement weather conditions; ability to bend, squat and kneel for extended periods of time to access a patient’s medical condition and provide emergency first-aid and medical treatment; ability to ascend and descend stairs and rough and steep terrain while carrying equipment and/or a patient; ability to pull, push, lift and carry up to 125 pounds; ability to remain calm and perform efficiently in emergency situations; ability to see, speak and hear clearly; tact; courtesy; compassion; good judgment; capable of performing the essential job functions of the position with or without reasonable accommodations.

MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma AND:

(A) Advanced Emergency Medical Technician – Critical Care (AEMT-Critical Care); OR

(B) Advanced Emergency Medical Technician – Paramedic (AEMT – Paramedic).

SPECIAL REQUIREMENTS:

1. At time of appointment and continuing throughout employment an appointee/incumbent must possess the following; • A valid New York State Class D Driver’s License and a driving record acceptable to the employing municipality’s insurance carrier; and • A current Cardiopulmonary Resuscitation (CPR) course completion certification card in either: CPR for Professional Rescuers issued by the American Safety and Health Institute; or CPR for Health Care Providers issued by the American Heart Association; or CPR for the Professional Rescuer issued by the American Red Cross; or any other CPR certificate deemed appropriate for an AEMT-CC or AEMT-P by the New York State Department of Health; and • A current Advanced Cardiac Life Support (ACLS) Provider certification card issued by the American Safety and Health Institute, or the American Heart Association.

2. At time of appointment a candidate must provide written verification that they have Advanced Life Support privileges to work as an AEMT-CC or an AEMT-P in the region in which they will be employed.

3. Following appointment appointees must continue to satisfy all New York State mandated continuing education and testing requirements needed to maintain AEMT-CC or AEMT-P certification.

4. Following appointment appointees must maintain current certification to practice as an AEMT-CC or AEMT-P throughout employment.
