Management Analyst (Process 1 Coordinator TS/SCI)
Description of specific duties in a typical workday for this position:
  • With Government coordination, support Infrastructure Risk Management / Mission Assurance (MA) by developing and staffing through the ARSTAFF, for validation, the asset level DRAFT 40 Mission Impact Statements (MIS) for Army Task Critical Asset (TCA) and Defense Critical Asset (DCA) candidates
  • Conduct MA proximity analysis of Committee on Foreign Investment in the United States (CFIUS) case reviews in support of ASA (ALT)
  • With Government coordination, shall analyze and provide a structured framework to assist the Army with Infrastructure Risk Management / MA related education and training for senior decision makers, program managers, and senior staff officers
  • Provide to HQDA Army Protection Division analysis and written recommendations in coordination with MA community on Army energy vulnerabilities associated with their identified critical infrastructure to advance Energy Security discussions in relationship to Army MA Defense Critical Infrastructure (DCI)
  • Provide data management for the MA equities related to the Strategic Mission Assurance Data System (SMADS), Mission Assurance Risk Management System (MARMS) and/or other systems approved for maintenance of defense critical Infrastructure data. SMADS and MARMS data entry is an ongoing task that is completed on a yearly basis
  • Take into consideration the perspective of the asset owner, but also gather strategic input at the Headquarters and above levels which will provide a comprehensive view of the assets criticality. A refined asset MIS shall then serve as an improved initial input into the tier process for assets and as a more focused starting point for the Risk Management Decision Package assessment process
  • Provide supporting technical documents, reviews of supporting technical documents, and attend conferences related to assigned requirements in support of the Program Manager, HQDA G-3/5/7 Protection Division, and Mission Assurance Branch
  • Apply DA written correspondence standards when drafting internal and external communication documents to support and communicate MA findings as needed to Army leadership and Office of the Assistant Secretary of Defense (OASD) and provide supporting documentation in support of MA meetings and conferences such as the MA SSG, MA Executive Steering Group (ESG), and the ERWG and other related MA forums as required
  • Attend and /or support all MA meetings, VTC’s when required, and provide written EXSUMs 24 hours post meeting. The focus of these communications shall be to support client advocacy for MA initiatives in support of the Army’s most critical, high risk resources
  • Analyze MA programs across all ACOMs to ensure database fields are current and accurate
  • With Government coordination, shall analyze and provide written recommendations aligning HQDA Army Protection Division MA efforts to meet Federal and DoD requirements
  • Analyze and provide written recommendations for the integration and synchronization of critical infrastructure protection functions across all ACOMS, ASCC, and DRUs to assist with integration of functions and technologies, requirements, goals and objectives to establish and maintain a common operational practices
  • Provide analytical support for the development and publication via ALARACT of the biennial Army Prioritized Protection List (APPL)
  • Coordinate the Annual MA Workshop, develop the Agenda and Attendance Roster and incorporating Army MA training requirements
  • Provide staff support for administrative functions to ensure accurate and timely responses (incoming and outgoing) to SACO and JACO office tasking, routing, tracking and updates including the development of the Form 5 documentation within the TMT
  • General Prepare briefings, information/decision papers, policy documents, staffing packages, letters, Execution Orders (EXORDS), memorandums and official multimedia correspondence as directed by the respective Division/Government lead
  • Attend meetings on behalf of the respective Division. After the meeting, the Contractor shall provide a copy of the meeting agenda, the meeting minutes and a written executive summary (EXSUM) of the meeting as directed by the respective Division/Government lead. The Contractor will use effective and grammatically correct written communication skills that conform to the Army style prescribed in AR 25-50 and DA Memo 25-52
  • Schedule rooms, video teleconferencing sessions, maintain contact lists, and disseminate notifications, agendas, read-ahead packages for all meetings and conferences as directed by the respective Division/Government lead
  • Maintain an active file of all contract deliverables in one location accessible to the Government lead, the Division Chief and the COR for surveillance purposes
  • Maintain and support the maintenance of accurate files of documentation, records, and reports in accordance with AR 25-1 (Army Knowledge Management and Information Technology) and AR 25-400- 2 (Army Records Information Management Systems)
  • Create and maintain an electronic continuity book and update the continuity book as needed, documenting all, if any, changes that have occurred. The Continuity Books shall be uniform and easily accessible to the other staff in the office area/respective Division
  • Maintain appropriate security clearance commensurate with daily access to classified secret material
  • Respect all persons in the office and Contractor actions shall be congruent with Army EO, EEO, Sexual Harassment and Assault prevention initiatives
  • Contribute (fair share) to the common activities necessary for general office space cleanliness and functionality, i.e. prepare burn bags for the destruction of classified material and drop them off at the Remote Delivery Facility (RDF) as prescribed
Position Requirements:
  • General Working knowledge of all military and governments regulations, applicable to their specific tasks and/or as directed by the respective Division
  • Working knowledge and understanding of “How the Army Runs” in the current operating environment
  • Ability and willingness to perform both CONUS and OCONUS travel
  • Must be US Citizen
  • Active TS/SCI clearance
