PURSUANT TO SECTION 110.205(2) OF THE FLORIDA STATUES, THIS POSITION IS EXEMPT FROM VETERAN’S PREFERENCE. 
Under the direction of the County Engineer, this position oversees highly technical professional engineering functions for the Public Works Department, providing oversight for Public Works’ technical functions. These functions include but are not limited to the following: Survey / Right of Way, Civil Engineering, Stormwater Management, Drainage, and Construction. Ensures compliance with all departmental policies, procedures, and regulatory requirements applicable to the work. Functions in an upper management capacity in construction and engineering and deploys resources to maximize the efficiency and effectiveness of departments, budgets, and projects. Works with considerable independence and decision-making authority, while performing the assigned duties.
  • Manages the planning, organization, and implementation for technical engineering sections within the Public Works Department, which include but are not limited to the following: Survey / Right of Way, Civil Engineering, Stormwater, Drainage, and Construction.
  • Assists with the development, implementation and control of the departmental budgets listed above; ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control; develops and monitors professional engineering and surveying contracts. 
  • Develops, tracks, and maintains schedules for Public Works Department construction and engineering projects which include but are not limited to the following: Survey / Right of Way, Civil Engineering, Stormwater, Drainage, Bridge Maintenance and Construction.
  • Supervises the Stormwater and Engineering staff including, evaluating job performance and initiating action on hiring, disciplinary, dismissal or promotion matters for final approval by the County Engineer, Public Works Director, and Human Resources. 
  • Conducts and oversees project meetings with consultants and others regarding design status and production.
  • Prepares and professionally seals, as requested, department plans, specifications, and permit applications for engineering projects.
  •  Coordination/project management of multiple grant projects (LAP, CIGP, etc.) and engineering projects from design to construction, including grant preparation and compliance. 
  • Prepares and reviews scope of services and bid documents for services through Purchasing process for engineering projects. Ensures contract requirements and specification for projects.
  • Reviews and approves periodic pay requests, change orders, and plan deviations for engineering projects.
  • Makes engineering investigations and prepares reports on findings.
  • Coordinates with local, State, and Federal agencies, such as the City of St. Cloud, City of Orlando, City of Kissimmee, Florida Department of Transportation, U.S. Geological Survey, Army Corps of Engineers, South Florida Water Management District, St. Johns River Water Management District, Florida Wildlife Commission, and various planning bodies to accomplish Department work objectives. 
  • Coordinates with the Public Works Real Estate and Asset Management Division and the Transportation and Transit Right of Way Division to assure that records, legal descriptions, maintenance maps, right-of-way easements, land acquisition activities, to accomplish Public Works Department objectives.
  • Prepares presentation materials as necessary and participates in public meetings relating to engineering and construction projects for the dissemination of information. 
  • Prepares public outreach materials in coordination with the Public Information Office required to meet Public Works Department objectives. 
  • Answers inquiries from the general public, administrators, and public officials on the phone, in person and/or in writing.
  • Public Works Department representative on Development Review Committee.
  • Responsible for managing the review, including providing comments, of new development projects submitted to the County from the Public Works Department perspective.
  • Oversees reporting for all Capital Improvement Projects relating to bridge repair/maintenance, stormwater and drainage design and construction.
  • Coordinates and interacts with other County departments to eliminate conflicts between Public Works projects , land development applications and projects being pursued by other County departments.. 
  • Assumes responsibility for the County Engineer in his/her absence. 
  • Mentors subordinate staff.
  • Develops and updates standard operating procedures as they relate to areas of responsibility.
  • Performs duties as assigned / necessary which are related, or logical in assignment to the position.
Education:
  • Bachelor’s Degree in Civil Engineering or a related Engineering degree.
Experience:
  • Ten (10) years of progressive technical and managerialexperience directly relating to civil engineering design and construction of civil engineering projects.
Miscellaneous: 
  • Must be a registered Professional Engineer in the State of Florida.
  • Must possess and maintain a valid Florida Driver’s License.
  • Extensive skills in effectively directing staff comprised of professional engineers, construction managers and project managers.
  • Expert knowledge in civil engineering practices.
  • Expert knowledge in construction practices and procedures. 
  • Knowledge of applicable state, federal, and local laws, rules, ordinances, and regulatory standards applicable to the work.
  • Strong interpersonal, leadership, planning, management, and communications skills; ability to communicate professionally verbally, in writing, and in presentations.
  • Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, developers, and the general public.
  • Skill in reading, analyzing, and interpreting professional periodicals and journals, technical procedures, and legal documentation.
  • Ability to operate basic office equipment, e.g., computers, printers, copy machines, and telephone systems. 
  • Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
