General Description of Duties

This position oversees highly technical professional engineering for the Transportation & Transit Department, providing oversight for all of Transportation & Transit's technical departmental functions. These departments may include, but are not limited to the following: Right of Way, Engineering, Traffic Engineering, and Construction. Ensures compliance with all departmental policies, procedures, and regulatory requirements applicable to the work. Functions in a senior management capacity in construction and engineering, and is responsible for directing the efficiency and effectiveness of departments, budgets, and projects. Works with considerable independence and decision making authority, while performing the assigned duties.
Essential Job Functions
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Manages the planning, organization, and implementation for all technical engineering and surveying sections within the Transportation & Transit Department, which may include but are not limited to the following, Right of Way, Engineering, Traffic Engineering and Construction.
  • Manages the development, implementation and control of the departmental budgets listed above; ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control; develops and monitors professional engineering and surveying contracts.
  • Develops, tracks, and maintains schedules for all construction and engineering projects. Supervises and evaluates the managers overseeing the above-mentioned departments; initiates action on hiring, disciplinary, dismissal or promotion matters for final approval by the Transportation & Transit Administrator and Human Resources.
  • Conducts and oversees all project meetings relating to design status and production. Coordinates with local,State,and Federal agencies, such as the City of St. Cloud, City of Orlando, City of Kissimmee, Florida Department of Transportation, U.S. Geological Survey, Army Corps of Engineers, South Florida Water Management District, and planning bodies to accomplish division work objectives.
  • Oversees records, legal descriptions, maintenance maps, right-of-way easements, land acquisition activities, with County Attorney's office, and others as required to accomplish Division work objectives.
  • Oversees public meetings relating to engineering and construction projects for the dissemination of information.
  • Oversees reporting for all Capital Improvement Projects relating to design and construction. Performs duties as assigned / necessary which are related, or logical in assignment to the position. Coordinates and interacts with other departments to eliminate conflicts between Transportation & Transit projects and development applications.
Minimum Qualifications
Education: Bachelor's Degree in Civil Engineering or a related Engineering degree.
Experience: A minimum of (10) ten years of technical experience, directly relating to civil engineering design or construction of civil engineering projects. Experience with conceptual design through construction.
Misc.: Must be a registered Professional Engineer in the State of Florida; or be able to obtain certification within 6 months
Must possess and maintain a valid Florida Driver's License.
Knowledge, Skills and Abilities

  • Extensive skills in effectively directing staff comprised of professional engineers, construction managers and project managers.
  • Expert knowledge in civil engineering practices.
  • Expert knowledge in construction practices and procedures.
  • Knowledge of applicable state, federal, and local laws, rules, ordinances and regulatory standards applicable to the work.
  • Executive-level interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations.
  • Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, and the general public.
  • Skill in reading, analyzing and interpreting professional periodicals and journals, technical procedures, and legal documentation.
  • Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
  • Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.

Medical Health Reimbursement Account (HRA) : The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.
State-of-the-Art Employee W ellnes s Center : The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
  • Employees who are enrolled on the County's Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.
Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee's annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.
Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.
Membership in the Florida Retirement System: This benefit cannot be easily matched by a traditional 401k plan. Current County contributions are:
•Regular Class - 11.91%
•Special Risk - 27.83%
•Senior Management - 31.57%
The Florida Retirement System (FRS) offers two retirement plans - the Investment Plan and the Pension Plan. Both plans are subject to a mandatory 3% employee contribution.
457b Deferred Compensation Program is also available to help employees boost their retirement saving goals, with pre-tax and post-tax contributions, as well as IRA plan options.
