In 2018, voters approved the which promises to add 3,900 new affordable housing units in partnership with seven jurisdictional and housing authority partners. Upon completion, between 9,000 and 15,000 people will have a safe and affordable place to call home and thousands more over time. In May of 2020, voters approved Measure 26-210 known as Metro Supportive Housing to fund services for people experiencing or at extreme risk of homelessness.

Thanks to voters, Metro now partners with , and counties to reduce homelessness through services that help people find and keep safe and stable home. Goals for the 10-year program are to connect 5,000 chronically homeless households with supportive housing and stabilize 10,000 households at risk of or experiencing homelessness in permanent housing.

Housing insecurity and homelessness impact Black, Indigenous and People of Color (BIPOC) at disproportionately higher rates compared to white communities. Addressing homelessness and housing insecurity requires intentional efforts to address racial disparities and policies that continue to cause harm to BIPOC communities. The Metro Housing department is committed to advancing racial equity through the implementation of the Metro Affordable Housing Bond and Supportive Housing Services measures as well as internally as a department through Metro's values and the values that guide our work:

The person hired into this role will apply these values as they take a human-centered approach to inspire, motivate, and empower others to continuously develop, learn and grow to better serve the many diverse communities that make up Metro

The Associate Housing Policy Analyst will work collaboratively with Senior Housing Policy Analyst to conduct research and analysis and develop equitable housing program and policy recommendations that balance complex technical and policy considerations and are grounded in stakeholder input and values, with racial equity at the forefront. This position will support and coordinate cross-functional planning and policy projects to strengthen outcomes and ensure alignment and integration of Metro's equitable housing investment programs.

As the Associate Housing Policy Analyst you will:
  • Support the development and coordination of work programs for supportive housing services planning, policy, and program.
  • Design projects spanning a range of focus areas including but not limited to healthcare and housing systems alignment, permanent supportive housing, coordinated entry, fair housing, anti-displacement, equitable leasing, and workforce benefits.
  • Conduct research and analysis, develop staff reports and present findings and recommendations to technical, policy and stakeholder groups to seek input and feedback.
  • Support cross-functional and cross-jurisdictional policy and program alignment and coordination of Metro's equitable housing work with other Metro initiatives and programs.
  • Coordinate and convene jurisdictional and community partners; gather and synthesize input.
  • Monitor federal, state, and local affordable housing regulations, funding, and administrative rules, and their impact on Metro equitable housing programs and policy.
  • Support special projects with direction from supervisor and Senior Housing Policy Analysts
  • Provide organizational support, research, and materials for committees and/or Council; develop memos or reports as requested.
  • Provide technical assistance to advisory committees, associations, Metro staff, local governments, and the public.
Attributes for success:
  • General knowledge of equitable housing policies, principles and practices and familiarity with Metro's functions and housing programs.
  • Understanding of the racial inequities in access to affordable housing, and familiarity with the role of government in contributing to these inequities.
  • Knowledge of the regulatory environment impacting equitable housing in general, and particularly affordable housing development and supportive housing services.
  • Understanding of public administration principles and practices.
  • Skill in planning, organizing, and managing complex projects involving multiple stakeholders Communicating effectively verbally and in writing with the ability to make presentations.
  • Ability to establish collaborative working relationships with colleagues, contractors, partner agency staff and key stakeholders.
  • Ability to think critically and strategically about complex housing planning and policy issues.
  • Ability to synthesize quantitative and qualitative data and information to develop policy and program design recommendations and options.
  • Ability to plan and facilitate practitioner and stakeholder engagement to gather input and feedback.
  • Ability to evaluate potential short- and long-term impacts and unintended consequences of policy and program recommendations.
  • Ability to apply a racial equity lens throughout policy analysis and program design.

Minimum qualifications:
  • Bachelor's degree in urban planning, public policy, public administration, real estate development, community development, economics, or related field; AND
  • Two years of experience in public administration, urban planning, project or program management, public policy development; OR
  • We will consider any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position.
Limited Duration: This position is currently limited duration with a conclusion date of June 30, 2025. An extension through June 30, 2026 is included in the FY24-25 proposed budget, which is contingent on Metro Council adoption of the budget.

  • Direct experience working with people experiencing homelessness.
  • Demonstrated knowledge of public policy development processes and practices and the ability to communicate with individuals and groups regarding complex and controversial issues.
  • Previous experience effectively managing and communicating politically sensitive projects and information.

COMPENSATION AND REPRESENTATION
The full-salary range for this position is step 1: $74,963.20 to step 7: $100,547.20 annually. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirementsand Metro's internal equity review process, the appointment will likely be made between step 1: $74,963.20 to the equity range step 3: $82,700.80 annually.

This position is not eligible for overtime and is represented by AFSCME union. It is classified as an Associate Regional Planner.
