Job Description:
We are seeking a seasoned Project Manager with specialized experience in managing IT projects for the United States Department of Agriculture (USDA). The ideal candidate will have a proven track record of successfully leading IT initiatives within the USDA, demonstrating a deep understanding of the department's processes, systems, and regulatory environment.
Key Responsibilities:
Oversee the planning, execution, and closing of USDA IT projects, ensuring they are completed on time, within budget, and to specified quality standards.
Liaise with USDA stakeholders to define project scope, goals, and deliverables that support business objectives in collaboration with senior management and stakeholders.
Develop full-scale project plans and associated communications documents, effectively communicating project expectations to team members and stakeholders.
Manage project resource allocation and coordinate the efforts of team members and third-party contractors or consultants to deliver projects according to plan.
Conduct project post-mortems and create recommendation reports to identify successful and unsuccessful project elements.
Develop best practices and tools for project execution and management, with a focus on USDA-specific requirements.
Ensure compliance with USDA IT policies and procedures, including security protocols and data management regulations.
Qualifications:
Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. PMP certification is highly desired.
Minimum of 5 years of project management experience, with at least 3 years specifically within the USDA IT environment.
Solid understanding of USDA's IT systems, operations, and the federal regulatory framework.
Strong leadership skills and the ability to effectively manage cross-functional teams.
Excellent communication skills, both written and verbal, with an ability to clearly convey complex IT concepts to non-technical stakeholders.
Demonstrated ability to solve complex problems and make decisions based on accurate and timely analyses.
Proficiency in project management software and tools.
