Orbital Engineering’s Utility Services team partners with Utility and Communication Companies in Engineering and Construction operations for Joint Use Pole Attachment Programs (JU), Distribution Engineering Design Projects, and Distribution System Improvement Charge (DSIC) programs, Transmission Design Projects, Substation Design Projects, and Grid Modernization Programs.

This position will oversee the operational control of our Joint Use Design Program servicing our utility and communication clients. The position requires tracking of deliverables, developing a management strategy, and performance reporting and monitoring of contract milestones. Primary duties will include the oversight of the pole attachment application process, preparation of client proposals, issuing formal communication notices, preparing billing documents, resolving contract compliance issues, remaining apprised of on-going policy changes, and making presentations to senior leadership.

In addition, the position will provide work coordination, evaluate priorities, provide mentorship and general program direction to our Departmental leadership team who supervise employees assigned to Orbital’s joint use pole attachment program on a national level. This team is responsible for managing pole attachment agreements and analyzing requests for attachment to client’s poles and network reliability improvements on client’s electric distribution systems. Additionally, this team is responsible for supporting fiber optic cable route design in coordination with our communication company clients. Staff also support GIS data analytics, creation of notifications, work orders, invoices, and financial reports utilizing enterprise resource planning software.

Orbital Engineering, Inc. is currently seeking a Director of Joint Use Services within our Utility Services team. This position is available as a REMOTE WORK assignment.

Responsibilities include but are not limited to:

  • Managing teams supporting client joint use programs and projects, including organizational growth targets.
  • Ownership of Joint Use Department safety, operational performance, revenue, and financial performance.
  • Contract management responsibility for operational control of Orbital’s Joint Use programs, including monitoring and managing revenues, expenses, and liabilities.
  • Regularly coordinate and attend meetings with internal staff and representatives of contracting partner to ensure appropriate agreement utilization.
  • Make presentations to key decision makers, senior leadership, and clients, providing expert advice, overviews and briefs of requested data and addressing client inquiries.
  • Monitor contract compliance with performance measures and reporting requirements as outlined in the respective agreement(s). Resolve performance issues and contract related disputes as well as issue formal written communication notices.
  • Recommend process changes based on agreement requirements as needed.
  • Invoice according to allowable recovery costs in the agreement; create sales orders to receive payment; ensure payment is received and applied to correct account, run detailed billing reports.
  • Communicate with contracting partner to resolve inconsistencies. Transfer information to mapping group for importing into the appropriate GIS system.
  • Prepare, review, and approve proposals and project estimates for new client projects.
  • Oversee the joint use pole attachment contract administration and associated permitting process. Maintain extensive communication with utilities and 3rd party contacts. Provide input and collaborate with workgroup leadership regarding updates and revisions to associated contracts, policy & rates.
  • Maintain superior customer service for all clients and resolve issues as they arise; ensure timely responses to both internal and external clients.

Minimum Requirements

  • Bachelor’s degree in engineering, business, project management, or a related field.
  • Minimum of five years’ experience in contract management, joint-use pole program management or electric distribution utility design experience with at least five years’ experience in a relevant leadership role.
  • Experience with analyzing data, financial reporting, data inventory management and program auditing (e.g., Excel, etc.).
  • Ability to negotiate and develop relationships with contracting parties.
  • Demonstrated ability to effectively organize multiple assignments, complex assignments, and competing priorities to produce accurate results as committed to.
  • Ability to collaborate in cross-functional work teams in the development and implementation of efficiencies.
  • The successful candidate must have exceptional analytical and decision-making skills, and the ability to communicate with all levels of the organization.
  • The ability to lead staff, deliver assignments and demonstrate a strong work ethic.
  • Demonstrated experience in business development and expanding the client base.
  • Proficient with Microsoft Office software applications.
  • This position requires the ability to pass a post-offer drug (including marijuana) and alcohol test in compliance with Federal regulations and is also subject to random testing as a condition of continued employment.

Preferred Qualifications

  • Master’s degree preferred.
  • Professional Engineering (PE) License preferred.
