Job Description Compliance Manager -
· Will be working 75% of the time on the computer.
· Reviewing files and maintaining electronic files organized.
· Working with Adobe Pro to process initial files.
· Track all approved, over income residents, and applicants. Report all accurate information to the syndicators and Director of Compliance.
· Follow direction given by the Director of Compliance and carry out the guidance to staff.
· Assist in overseeing 3-10 employees.
· Follow all policies and procedures.
· Accepting constructive criticism in a positive manner is required to excel in this position.
· Assist in providing input for HOTMA, new policies, and procedures for the Compliance Department.
· Review and understand how to implement a Regulatory Agreement, LURA, and State Agency Agreement. Assist in creating a new property set-up with USHS and syndicators.
· Provide a weekly schedule to the Director of Compliance, for yourself and staff.
· Travel to properties within the company’s portfolio by plane or vehicle 1-2 times per week.
· Provide training to all staff in areas needing improvement via Teams Conference, telephone, email, or in person.
· Tracking and addressing concerns on the 8823.
· Assist when Managers need help in understanding the MOR.
· Monitor changes with HUD/Tax Credit regulations and assist in implementing changes per the updated rules.
· Assist in the process of building and implementing DOC Management.
· Assist Director of Compliance in creating a policy to monitor the waitlist.
· Understanding of Federal Fair Housing Laws and Americans with Disabilities Act.
· Research and propose trainings that will be beneficial to the site Managers and Occupancy Specialists.
· Submit reports to Tax Credit syndicators and funding sources/state agencies as required.
· Participate in all Tax Credit Reviews by outside entities.
· Attendance of supervision and departmental meetings as scheduled.
· Oversee the initial files during the tax credit rehab process, before sending them to US Housing Consultants. Follow the process that is currently in place.
· Review recerts as needed to assist Managers with ongoing compliance.
· Review all Weekly Activity Reports, Income Targeting Reports, and EIV Reports. Electronic filing is required to be placed in the property folder.
· Answer emails in a timely and professional manner.
· Assist Director of Compliance with updates to the Tenant Selection Plan, Affirmative Fair Housing Marketing Plan, Fair Housing Plan per regulations.
· Understanding how to use 4350.3 to review HUD guidelines.
· Become an EIV Coordinator and maintain access to all properties.
· Attend training to stay updated with new HUD and Tax Credit guidelines.
· Send weekly Tax Credit progress report to Director of Compliance and required staff.
· Reporting updates to the Director of Compliance is required daily.
· Oversee the process of the monthly late recert report for the entire portfolio.
· Involvement in the bi-weekly company meetings discussing delinquency, late recerts, and vacancies.
· Conduct initial tax credit financial reporting for the corporate office.
· Assist in additional areas of compliance when necessary.
· Assist in monitoring the Annual State Reporting for Tax Credit (AOC).
· Providing email updates on AMI and Rent increases, for HUD and LIHTC programs for the new year.
· Update compliance calendar to comply with the monthly requirements.
Must have the following skills to meet the requirements for this position.
1. Required minimum certifications, for tax credit and or HUD, HCCP, BOS, COS, TCS, or TaaCS.
2. Must have over 10 years’ experience in HUD, LIHTC, and HOME programs.
3. Must be tech savvy. Understanding Adobe Pro, Word/Excel, Publisher, Power Point, Teams Conference, One-Drive, and Outlook is necessary to meet the requirements for this position.
4. Professional attire is required.
5. Professional writing skills and email correspondence are required.
6. Must be able to work in a fast-paced environment and multitask.
7. Must have superb customer service skills and a positive attitude.
8. We need a person who has analytical skills, a problem solver, and can think out the box.
