DISTINGUISHING FEATURES OF THE CLASS: The work involves the responsibility for managing the agency In Home Services, Permanency Planning, Licensing, Adoption programs, and compliance issues within the child welfare division. An employee in this class is responsible for managing, organizing, and directing child welfare programs, monitoring staff compliance, managing division for child welfare programs and administering contracts and grant programs.Work is performed under the general supervision of the Child Welfare Human Services Manager with considerable leeway to exercise independent judgment within local, state, and federal regulations and procedures, prioritizing multiple work assignments, planning and accomplishing projects, addressing, customer needs and initiative in work methods. Supervision over others is required of this position. Position does related work as required.Hiring range is based on the Orange County Social Services Step Plan. The Step Plan is based on years of Social Work Program Manager experience. Full credit is given for years of experience performing the same job functions. Partial credit is given for years of experience performing related job functions. The top half of the scale is reserved for career employees with senior level experience in the same role. *Background Check is required.
EXAMPLE OF DUTIES
Examples of Essential Functions: Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. A position may not include all the work examples given, nor does the list include all that may be assigned. Provides supervision to department employees (i.e. hires, disciplines, monitors and evaluates performance and recommends termination); identifies trends and develops and delivers training for staff. Plans and organizes the work of assigned staff; provides consultation regarding difficult cases and programmatic situations. Monitors the work of staff for compliance and coordinates with Quality Control to oversee compliance with State and Federal child protective services mandates; takes action to correct non-compliance issues. Assists with the Child and Family Services Review and tracks agency progress on any identified deficiencies. Attends client staff meetings, court hearings and legal staffing’s to provide consultation and promote consistency among staff. Coordinates services with other County departments, civic and community-based committees and organizations and collaborates with outside/Human Services agencies, as needed. Assists with disaster management during major weather and other disaster events (i.e. staffs shelters, assists with special outreach and prevention activities and assists with recovery efforts); requires flexibility with working hours as established schedules may change and ability to adjust during quickly changing and stressful situations. Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments. Adheres to the department’s safety rules and regulations.
SUPPLEMENTAL INFORMATION
PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDSAbility to physically perform (with or without reasonable accommodation) basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions of the hands/wrists. Ability to perform light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to lift, carry, push, pull or otherwise move objects including the human body. Must possess the visual acuity to prepare and analyze data and figures, perform basic bookkeeping and accounting, perform transcription and extensive reading, and operate a computer terminal. Worker is subject to potentially infectious bodily fluids while assisting with a family or child. Is - Safety sensitive position.
