Orange County Utilities Water Division is seeking a Conservation Program Manager (Program Manager) with a proven track record in conservation program design, implementation, and analysis. This position requires extensive knowledge of current water use trends, the ability to analyze and process data, evaluation of site-specific water consumption, and the ability to design and implement new programs based on these findings to lower per capita water usage in our service area.

Representative Duties

  • Identify and apply for conservation grant/cost-share funding that aligns with the business plan of the Water Division.
  • Oversee the design, implementation, delivery, and evaluation of conservation programs.
  • Maintain the database management systems and customer interfaces used by the conservation team to administer and track conservation programs.
  • Evaluate current conservation programs for efficiency and their contribution to business plan goals.
  • Facilitate partnerships with community for program implementation.
  • Conduct on site water consumption consultations that make concrete recommendations to assist high use customers in lowering their usage.
  • Review of irrigation plans and installation.
  • Review new technologies for effectiveness and alignment with section conservation goals.
  • Update and edit the water conservation web site to reflect current division information and relevant water consumption reduction aides.
  • Design and implement educational campaigns that promote water conservation.
  • Identify effective interventions to lower water consumption for target customer profiles.
  • Identify and track water usage patterns and trends and design intervention strategies that have the greatest long-term impact.
  • Track industry trends and professional organization (ie. AWWA, AWE, etc.) standards and best management practices.
  • Conduct a utility wide water audit on an annual basis.
  • Track and report quarterly on conservation programs.
  • Manage conservation incentive staff to achieve measurable outcomes.
  • Manage monthly data migration to 3rd party vendors while ensuring adherence to Orange County technology standards for data management.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's degree

and

Two (2) years of experience in:

water conservation, irrigation, data management, or landscape management;

Or an equivalent combination of relevant education or experience on a year for year basis.

Preferences

Graduation from an accredited college or university with a Bachelor's degree (BS/BA) in one of the following (or a related field): biology, business, chemistry, communication, computer science, creative writing, data science, economics, education, engineering, English, environmental studies, history, humanities, information technology, management, marketing, media, nonprofit management, philosophy, physics, psychology, physics, public administration, science, social science, sociology, statistics, or technology.

Prefer 5 years of supervisory experience and program management and implementation.

Educational Requirements
