This is a continuous recruitment with a first application review date of March 4, 2024. The Orange County Fire Authority is currently accepting applications to fill one (1) vacancy for the position of Information Technology Manager in the Information Technology Division. This recruitment will be used to fill the current vacancy.
The Information Technology Manager is a management classification responsible for developing, planning, and reviewing the programs, services, and activities of an assigned section of the Information Technology division of the Logistics Department including application development, communications, infrastructure, geographic information systems, and help desk functions. Responsibilities include developing and implementing policies and procedures, budget administration, program evaluation, and management of staff for the assigned areas. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

SUPERVISION RECEIVED AND EXERCISED 
Receives general direction from the Information Technology Division Manager. Exercises general direction and supervision over supervisory, professional, and technical staff through subordinate levels of supervision.
CLASS CHARACTERISTICS 
This class is distinguished from Information Technology Division Manager in that the latter has management responsibility for all functional areas of the Information Technology Division including developing and implementing divisional policies and procedures, developing and administering the Division budget, and evaluating the Division’s programs and activities.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Equivalent to a bachelor’s degree in computer science, information systems management, or a related field. 
Experience: A minimum of five (5) years of responsible experience in the development and administration of information technology infrastructure and systems, telecommunication systems, and local area networks, including two (2) years of supervisory experience.
Licenses and Certifications
  • Possession of a valid California Class C Driver License is required at time of appointment.
This classification is subject to enrollment in the California DMV Pull Notice Program, which periodically provides Risk Management with the incumbent's Driver License records and status.
Highly Desired Qualifications:
  • Experience managing teams of Information Technology and GIS professional staff and contractors.
  • Thorough understanding and experience managing IT operations and capital improvement budgets, vendor contracts and purchase orders/requisitions.
  • Thorough understanding and experience managing large, complex IT projects including full life-cycle implementations from project initiation, vendor solicitation, contact negotiating/signing, project planning and implementation, training and project completion.
  • Thorough understanding and experience with developing and managing the implementation of Emerging Technologies.
  • Ability to present complex technologies to audiences of varying technical fluency in language easily comprehended. 
  • Thorough understanding and experience with Public Safety Systems technology and the selection, implementation, customization, and ongoing support of critical systems including: Computer Aided Dispatch (CAD), Records Management Systems (RMS), Enterprise data analysis/reporting, and mobile apps (iOS).
  • Thorough understanding and experience developing and supporting intranet and web-based technologies.
  • Thorough understanding and experience with Geographic Information Systems (GIS) technology including ESRI ArcGIS Enterprise, ArcServer, and ArcGIS online.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various Authority and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
ENVIRONMENTAL CONDITIONS 
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
SELECTION PROCEDURE
Initial Selection Review
The Human Resources Department reviews all initial application materials to identify qualified applicants. Applicants meeting minimum qualifications will be invited to the first phase of the recruitment process. The OCFA reserves the right to refer only the better qualified applicants if the number of applicants is high. If the number of applicants is high, the review process may include a secondary screening (by a panel of job knowledge experts) of the applications and/or supplemental questionnaires in which the better qualified applicants are referred to the next phase of the recruitment process.
