Opportunity Council is Hiring an Energy Services Specialist - CS Near Bellingham, WA

Provides direct services to clients seeking assistance from the agency’s Energy Services programs, which provide education, benefit determination, and information. Works closely with the Energy Services Coordinator in order to provide appropriate client referrals to Weatherization, Conservation Education, Healthy Homes and Home Repair programs. Encourages client self-sufficiency by providing education, advocacy, and information and referrals to Opportunity Council and other social service programs. Serves as a key link between clients and community resources and procedures. Performs a variety of moderately complex clerical and administrative functions, including record keeping, resource information and referral knowledge, database management, scheduling and related reports generation.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
1. Provides direct services which include appropriate screening, eligibility, determining financial eligibility, problem solving, needs assessment, referrals, explanation of agency programs and services and short- term planning.
2. Provides information and referral to clients regarding agency programs and other community agencies.
3. Performs data entry of client's information.
4. Advocates for clients to maintain utility service and/or heating fuel supply in home.
5. Processes information related to clients, which is confidential and maintains confidentiality of all data in accordance with agency, state, and federal guidelines.
OTHER RESPONSIBILITIES:
1. Attends staff meeting and trainings as scheduled.
2. Other related duties as assigned. EDUCATION/EXPERIENCE REQUIREMENTS:
1. High-school diploma or GED
2. Two years relevant experience
SKILLS AND ABILITIES REQUIRED:
1. Organizational and time-management skills.
2. Ability to work efficiently and independently.
3. Ability to work with and maintain confidential information.
5. Strong communication and interpersonal skills.
6. The ability to relate to clients from a diverse population.
7. Spanish and/or Russian / English bilingual skills are preferred.

Special Requirements:

  • Must have Washington State driver's license at time of hire.
  • Required to provide five (5) year driving history/abstract prior to first day of employment.

Remote Work: This is an onsite position - no remote work.

Working Conditions: Work is generally performed in a fast–paced office environment with frequent interruptions and occasional crisis situations. Requires travel within the agency’s service area for meetings, special workshops, trainings, and other job-related activities.
