OPPORTUNITIES, INC. is Hiring an IDEA Specialist - Children Services Near San Bernardino, CA

SUMMARY: Reports to Program Administrator, Children Services and provides support and assistance with transition process for children from Early Start Program (Part C of IDEA) to special education (Part B of IDEA). Responsible for the effectiveness of the program and its compliance with agency requirements. Conduct case reviews and utilize other methods to ensure quality of program’s performance, and leads all community liaison activities of program.

HOURLY RANGE:

  • $25.9088 - $40.1928 per hour

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate interagency meetings between IRC staff and districts, SELPA’s and other educational programs.
  • Review and maintain updated interagency agreements and memorandums of understanding pertaining to IRC and education agencies as required.
  • Assure that consumers’ rights and dignity are maintained in the provision of services.
  • Promote agency’s vision with staff and community. Work to encourage maximum interface with agency’s other programs.
  • Collaborate with the Early Intervention and Early Childhood Teams, and all other case management teams supporting consumers during the school years (up to age 22 years).
  • Develop collaborative partnerships with local school districts and other agencies to achieve effective and timely transitions for regional center children who are transitioning to preschool or kindergarten, other programs outside of regional center early start services, or individuals 3 and up to 22 years.
  • Collaborate with IRC’s Training Unit on education of parents/caregivers on the transition process and provide support, and on timely referrals and documentation of effective transition plans and transition planning conferences.
  • Collaborate with community agencies (i.e. Headstart) to provide service coordinators resources and options available to children exiting Part C services.
  • Ensure IRC meets Part C to Part B of the federal IDEA transition requirements.
  • Assist with auditing records for transition aged clients and participate in state audits as needed.
  • Develop procedures and/or policies to improve IRC’s compliance with transition requirements.
  • Oversee IRC’s response to DDS inquiries related to I.D.E.A. implementation to resolve problems as appropriate. Oversee the IRC’s response to DDS inquiries related to the education of children and youth in SDP and systems of care to resolve problems as appropriate.
  • Develop and maintain tracking systems as appropriate for reporting data.
  • Engage in team building activities designed to focus on agency mission and values, build a strong cohesive agency and program, and improve staff morale.
  • Act as the program/Regional Center liaison to at least t­­wo community agencies, parent groups or programs.
  • Attend meetings, provide information about the program/Regional Center, network to resolve problems and act as a resource for that program.
  • Provide written reports of activities to managers as required.
  • Provide information and referral services to staff, consumers, families, community agencies, etc.
  • Conduct a minimum of two training sessions per year on topic relevant to IDEA.
  • Successfully complete all assignments arising out of the agency’s Performance Contract.
  • Daily, maintain compliance with administrative requirements of the agency. Complete necessary paperwork, reports, etc. on a timely basis. Comply with agency’s Personnel Policies and Procedures. 
  • Assure that travel is organized efficiently and effectively. Must maintain a safe driving record.
  • Use office equipment appropriately and keep it in good repair. Keep work area neat and orderly. Observe all safety rules. Utilize agency’s IT systems as assigned, maintaining security and following agency’s protocol and procedures, rules, and requirements.
  • Work cooperatively and effectively with others. Perform as a member of the team, answer questions, share expertise and contribute to the harmony of the team. Handle change well and be flexible and adaptable in dealing with interruptions, new priorities and new assignments.
  • Maintain good attendance and punctuality.
  • Keep Director and Program Administrator informed of pending work, work in progress and problems encountered.
  • Seek to maintain current and to expand relevant knowledge base. Attend training sessions as required. Keep informed on changes at the state and agency level with regard to philosophy, policy and procedures, and share information with the program staff.
  • Perform different or additional work as assigned.

MINIMUM POSITION REQUIREMENTS:

  • Bachelor's degree
  • Master's Degree in Social Work, Rehabilitation Counseling, Education, or related field preferred.
  • Two years of experience in working in special education.
  • Good verbal and written communication skills.
  • Full use of an automobile, possession of a valid California driver's license and liability insurance for the minimum amount prescribed by law. Must have and maintain a safe driving record.
  • Bilingual preferred.
