Operation Samahan Inc. (OSI) is a federally qualified community health center that emerged over forty years ago. The agency serves low-income families and individuals in the County of San Diego in two (2) strategic areas with a high density population of Filipinos/Asian and other low-income, uninsured individuals — National City (Southern San Diego County) and Mira Mesa (North Central San Diego).

JOB PURPOSE 

Provides the full scope of primary care services, including but not limited to diagnosis, treatment, coordination of care, preventive care and health maintenance to patients. The Physician is familiar with the philosophy, goals and objectives of the Center and works collaboratively to achieve them. The Physician must be cognizant of, and comply with, all Center policies and procedures, as well as pertinent state and federal regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Administration:

Provide medical patient care by interviewing, examining and treating of clinical patients in order to meet their medical needs.

Educate patients on wellness, prevention and early detection by providing materials and resources to the patients and families.

Determine which referrals are required based on examination and patient needs.

Determine level of urgency of follow-up, referral/consultation appointments.

Exercise final medical judgment in all issues of health care.

Prescribe medical treatment and clinical drugs to patients.

Order studies, test and ancillary services.

Document all services in patient medical record.

Review on a regular basis long term cases that require ongoing medical attention.

Consult with Medical Staff Director and other professionals on staff as needed regarding patient care, assessment, and education issues.

Participate in quality improvement, management, continuing education, and other patient care programs established by the hospital or clinic requirements.

Oversee mid-level medical staff as assigned as well as nursing clinical staff.

Assist in the resolution of complaints, requests and inquiries from patients.

Maintain confidentiality of all patient information according to federal guidelines and regulations. 

Quality Management:

Contribute to the success of the organization by participating in quality improvement activities.

Customer Relations:

Maintain professional working relationships with all levels of staff, clients and the public.

Be a team player and cooperate in accomplishing department goals and objectives.

Safety:

Maintain current knowledge of policies and procedures as they relate to safe work practices.

Follow all safety procedures and report unsafe conditions.

Know location of nearest fire extinguisher and emergency exits.

Follow all infection control procedures including blood-borne pathogen protocols. 

HIPAA/Compliance:

Maintain privacy of all patient, employee and volunteer information and access such information only on a need to know basis for business purposes.

Comply with all regulations regarding corporate integrity and security obligations. Report unethical, fraudulent, or unlawful behavior or activity.

QUALIFICATIONS

Knowledge, Skills, and Abilities:

Knowledge of and ability to apply professional medical principles, procedures, and techniques.

Thorough knowledge of pharmacological agents used in patient treatment.

Performs in a tactful and professional manner.

Ability to develop and maintain positive interpersonal relationships with a variety of people.

Demonstrate effective verbal and written communication skills with patients, staff, Board members, vendors, medical providers, and members of the general public.

Complete many different duties, often changing from one task to another of a different nature without loss of efficiency or composure.

Must be able to work under stress when confronted with critical or unusual situations.

Demonstrates ability to exercise analytic ability. 

Read and write, verbal and written communication, time management, and interpersonal skills.

Prioritize, meet deadlines, and use sound judgment.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

Education and Experience:

Medical degree from an accredited school.

Minimum two years of direct work or intern experience.

Annual Requirements, Licensure, and Certifications:

Current California State Medical License.

Current DEA and DPS Certificate of Registration.

Board Eligible or Board Certified in Internal Medicine. If Board Eligible at the time of hire, must be Board Certified within 3 years of hire date.

Insurability (malpractice).

Current Cardiopulmonary Resuscitation (CPR) Certificate.

ACLS or Advanced Life Support within 12 months of employment, if appropriate.

Have reliable transportation; clean driving record, and car insurance as required by the state.

 OTHER INFORMATION: Samahan is open to sponsoring applicants who require working visa on a case to case basis. There will be a retention requirement if accepted. 

PHYSICAL DEMANDS

Move throughout the clinic and community. 

Repetitive hand movement, use and view PC. Use fax, telephone, and copier.

Sits or stand for long period of time, reach, bend, climb, stoop, and lift up to 25lb.
