A call for M&E Professionals in Mauritania!

Are you looking for an opportunity to use your M&E expertise to support a global dynamic and impactful organization?

CRDF Global is seeking an experienced leader for the role of Monitoring, Evaluation & Learning (MEL) Manager on an anticipated USDA-funded program in Mauritania. This five-year, $15 million program will focus on the program's strategic objectives, which are to increase agricultural productivity and expand trade in agricultural products, resulting in both yields and income for farms producing targeted commodities and increasing sales for firms trading in targeted agriculture commodities.

The position is contingent upon receipt of donor funding.

Major Responsibilities:

The MEL Manager will be responsible for the following:

  • Develop and oversee the implementation of an M&E system for the program, including training project staff in data collection and reporting and regular visits to the field to supervise and validate data collection processes
  • Coordinate the use of new technologies for electronic data collection to inform program design and implementation in real-time
  • Lead qualitative and quantitative data collection and rigorous analysis to develop an evidence base to evaluate the impact of activities
  • Manage an electronic, tablet-based data collection platform, including training staff and ensuring timely data entry
  • Work with the various technical units to create functional M&E systems that align with activities to ensure accurate data collection for implementation and M&E to avoid/minimize duplicative work
  • Coordinate and consistently report on program results with the Chief of Party, technical leads, program management, and/or monitoring and evaluation team at headquarters
  • Ensure M&E data are entered into the USDA online system in a timely manner
  • Lead the regular sharing and learning from the findings of M&E data with program staff and partners
  • Assist external evaluators in the implementation of independent evaluation of the program
  • Coordinate monitoring and evaluation activities between the field office and CRDF Global headquarters
  • Demonstrate the highest degree of integrity throughout all activities and raise any concerns with implementation quality immediately with the Chief of the Party
  • Carry out any other tasks required by the line manager

Qualifications:

  • Minimum of 5 years of experience in monitoring and evaluation or research for international development programs
  • Experience managing an M&E system for US government-funded projects; experience on USDA /USAID -funded projects preferred
  • Experience implementing electronic, mobile, or tablet-based data-collection systems for data entry, analysis, and storage of quantitative data
  • Bachelor’s degree in statistics, demographics, international development, economics, or a related field. Master’s degree preferred
  • Experience managing evaluations, including designing evaluation strategies, developing surveys, overseeing survey teams, and conducting analysis and reporting. Experience with M&E on agricultural programs preferred.
  • Strong computer skills, including using Microsoft Excel, statistical software, and knowledge management systems.
  • Professional proficiency in French or Arabic is required. In addition, knowledge of English is preferred, and knowledge of other languages spoken in Southern Mauritania is a plus, Fula, Soninke, Wolof, Bambara, Pulaar, etc. 
  • Ability to work in a team as a good communicator
  • Experience developing indicators and maintaining indicator trackers or reporting tools
