Onslow County is Hiring a Floodplain Coordinator Near Jacksonville, NC

Performs intermediate technical and administrative work involving the enforcement of the Onslow County Flood Damage Prevention Ordinance and FEMA regulations involving all development activity located in floodplain designated areas. The requirements listed below are representative of the knowledge, skill and or ability required. Work is performed under the general direction of the Deputy Director of Planning and Development.

  • Reviews all development located in floodplains and enforces the requirements of the Onslow County Flood Damage Prevention Ordinance, FEMA, and other ordinances as they may apply
  • Coordinates with surveyors, engineers, contractors, and citizens
  • Reviews Letters of Map Changes, Elevation Certificates, and building plans for compliance with local, state and federal laws
  • Physically Inspects floodplain development for compliance; makes site visits, and evaluations as needed
  • Issues permits, stop work orders, and notices of violation
  • Prepares reports and abatement letters 
  • Communicates the requirements of the National Flood Insurance Program and the community’s program to the public and Onslow County Boards as necessary.
  • Processes appeals and variances to the Board of Adjustment
  • Administrates the Community Rating System (CRS) program and updates and reviews flood damage prevention activities on a continuing basis
  • Responsible for all audits to floodplain development programs
  • Manages repetitive loss database 
  • Manages Hazard Mitigation Grants and buyout opportunities
  • Interacts with the State and Federal NFIP coordinators related to floodplain administration 
  • Performs as a key damage assessment team member
  • Performs other duties as assigned
Knowledge, Skills and Abilities General knowledge of modern building, plumbing, electrical and mechanical construction, practices, materials and equipment. General knowledge of state and local ordinances and codes related to minimum housing standards and enforcement. thorough knowledge of the principles and practices of floodplain administration; knowledge of current literature and recent developments in the field of floodplain administration; Ability to detect and locate defective workmanship in construction or repair of buildings; ability to operate standard office equipment including a personal computer and applicable office productivity software; ability to interpret blueprints, diagrams, and specification; ability to deal tactfully and firmly with contractors, property owners and the general public; ability to analyze and systematically compile technical and statistical information and to prepare technical reports; ability to prepare and present technical information clearly to the public; ability to establish and maintain effective working relationships with associates, government officials and the general public.
PHYSICAL REQUIREMENTS
This work requires the occasional exertion of up to 10 pounds of force. Work regularly requires standing, walking, sitting, speaking, or hearing, using hands to finger, handle or feel. Work occasionally requires climbing, balancing, stooping, kneeling, crouching, or crawling. Work requires preparing written or computer data, visual inspections, using measuring devices, operating a motor vehicle. Work occasionally requires exposure to outdoor weather conditions.Bachelor’s degree in a related field of study including floodplain management, emergency management, planning, environmental studies, engineering, hydrology/hydraulics, geographic information systems, governmental studies or equivalent combination of education and experience. Training in the National Flood Insurance Program (NFIP) with a possession of a Certified Flood Plain Management (CFM) certificate, or the ability to obtain and maintain such certificate within (6) months of employment. Previous experience involving Floodplain management is required.

Valid Driver’s License
Certified Floodplain Management (CFM) certificate, or the ability to obtain and maintain such certificate within (6) months of employment.
