Japanese Bilingual Asst Mgr-Technical PurchasingJob DescriptionOur client company is looking for a bi-lingual (Japanese/English) Assistant Manager of Technical Purchasing. The Assistant Manager, Technical Purchasing will work closely with technical team to analyze technical requirements, identify suitable suppliers, and negotiate with suppliers. This position will use their Japanese/English bi-lingual language skills to communicate with global purchasing teams for alignment with global purchasing strategies.
The Assistant Manager, Technical Purchasing Will
Required10 years of experience in chemical research and development. At least 8 years of experience related to the thermal media industry.
Proficient in both spoken and written Japanese and English languages.
Expert knowledge of procurement methods, practices and strategic concepts.
Strong knowledge of procurement environmental quality programs.
Expert knowledge of local and international commodities markets and contract and purchasing agreement preparation as well as excellent negotiation and communication skills.
Intermediate Excel skills.
Working knowledge of ISO 9001-2000, and ISO 14000.
PreferredAbility to read and understand high level blueprints and schematics.

The Assistant Manager, Technical Purchasing Will
- Oversee and/or perform the procurement of material and services, which includes obtaining material or service requirements from internal customers, preparing requests for initial quotations and proposals with pertinent specifications.
- Collaborate with purchasing team for final quotations and proposals. Coordinate and manage QGF establishment with vendors and internal teams. Interview and confer with vendors to obtain product or service information such as contract terms, price, availability, and delivery schedule. Qualify suppliers based on overall QCD metrics.
- Lead vendor qualification team activities.
- Develops and implements strategies for cost down, supplier consolidation and quality improvements for assigned commodities, materials, supplies, and services. Collaborate with other client companies to develop and maintain local vendors as part of the global supply chain. Review purchasing recommendations from technical/operations staff and provides feedback.
- Collaborate with technical teams to analyze factors of raw material quality issues, recommend countermeasures, and manage the technical team communication the vendors. Maintain regular contact with suppliers' senior level management to negotiate the resolution of procurement issues.
- Communicate with Global Purchasing teams to align with global purchasing strategies.
- Research and track local and international market conditions, price trends, and future markets and make recommendations for strategic purchasing plans and initiatives to optimize supply continuity, quality and cost. Forecast the cost, availability, and suitability of parts and materials. Manage cost analysis and volume allocation planning for major commodities.
- Plan and participate in trials of new materials with the technical team to confirm quality and productivity.
