We are bidding on a contract to provide Engineering and Technical Support to the U.S. Army Cyber Command (ARCYBER), Technical Warfare Center (TWC), FGGA, GA Cyber Center, Ft Belvoir, VA. This contract will be providing Engineering and Technical assistance for Industry Engagement; Capabilities development, Cloud architecture/planning, Risk Management Framework (RMF), Network Engineering, and Data Sciences, Architects & Analytics, Strategic Planning methodologies in support of planning and execution of ARCYBER's next-generation capabilities and tools that enhance the effectiveness and efficiency of the ARCYBER operations. Knowledge of Technology Transition and Transfer programs and acquisition planning and execution. Services required across functional areas include but are not limited to: Capabilities Development, Industry Engagement; Cloud administration, Architect and Software Engineering, Risk Management Framework (RMF) Engineering, Data Engineering and Data Science, Program/Project Management, Data Analytic, Knowledge Management, Engineering and System Analyst/Configuration Management.

This opportunity is contingent upon a successful contract award to Oneida Technical Solutions.

A key role on this contract is a Cyber Security Engineering SME. In this role you will demonstrate full understanding of Cyber Security Engineer supporting full spectrum cybersecurity operations and assist with identifying IT security tools & resources needed for secure, compliant operations.

The contractor shall collaborate with engineering teams for design and implementation to ensure Risk Management Framework (RMF) systems comply with Federal Information Security Modernization Act (FISMA) provisions and DoD Army Policies and regulations for cyber operations.

Daily responsibilities could include:

  • Develop and prepare Information System Descriptions and Registration. Effectively communicates work plans, milestones (POAM), and obstacles to Cyber Program Manager; able to communicate, explain, or defend ideas or information clearly.
  • Ensuring Army Cyber systems are properly registered within the Enterprise Information Assurance Support Services (eMASS) or XACTA Information Assurance Manager tool (or most current tool), as appropriate, to document the RMF process and to ensure accountability for all related Body of Evidence (BoE) documents such as System Security Plan (SSP), Security Assessment Report (SAR), Risk Assessment Report (RAR), Security Control Traceability Matrix (SCTM), Plan of Action and Milestones (POA&M), System Software and Installation Procedures, Security Test Procedures and Software Application documentation, policy and procedures requirements.
  • Implement and maintain continuous monitoring plans for compliance with Army Cyber systems.
  • Provide support and recommendations to plan, coordinate, and implement the organization's information security program for cyber systems under development.
  • Provide support and recommendations to developers, integrators, and agencies by identifying their current security infrastructure and define future programs.
  • Utilize subject matter expertise to provide recommendations as a Cyber Security Engineer supporting full spectrum cybersecurity operations.
  • Recommend IT security tools & resources needed for secure, compliant operations.
  • Develop and prepares information System Descriptions and Registration.
  • Develop and update security plans, procedures, and other security documentation.
  • Analyze disparate data and provide a readable, understandable summary with recommendations for corrective action, as needed; evaluate effectiveness of applied security controls.
  • Provide high level written reports and status updates that are factual and timely.
  • Assist in identifying security-related problems by gathering and applying information from a variety of materials or sources.

Qualified candidates for this role must possess a TOP SECRET security clearance and be immediately eligible for nomination to receive Special Compartmented Information (SCI) access.

Must be able to complete a Counterintelligence (CI) Polygraph and obtain MEAD NSA facility access and security clearance requirements upon request.

Must possess DOD Baseline Certifications and CISSP, MCSE, MCP or equivalent.
