Oneida Nation is Hiring a Police Investigator Near Oneida, WI

SALARY: $28.89/Hr. (NEGOTIABLE)
(Employees will receive 5% below the negotiated pay rate during their probationary status.)

FIRST POSTING OPEN TO ONEIDA ENROLLED TRIBAL MEMBERS ONLY:
POSITION SUMMARY
This position will investigate criminal and civil offenses while analyzing any and all evidence to solve criminal and civil cases. Apprehend suspects and testify in court. Maintain confidentiality of all privileged information. Continuation of this position is contingent upon funding allocations.
DUTIES AND RESPONSIBILITIES:
1. Responsible for organizing and maintaining the Department's property room to ensure the integrity of evidence. Identify and return lost or stolen property. Properly dispose of contraband and non-evidentiary items.
2. Respond to and conduct felony, misdemeanor and ordinance violation investigations.
3. Investigate suspected persons and report progress of investigation to commanding officer.
4. Interview and take statements from suspects, prisoners, victims, complainants, and witnesses as necessary.
5. Examine crime scenes to obtain clues and gather evidence.
6. Arrest or assist in arrest of criminal suspects.
7. Transport violators to jail.
8. Contact other agencies and law enforcement jurisdictions to exchange information, including but not limited to the military, National Crime Information Center, Wisconsin Department of Justice, FBI, DEA, ATF and other criminal history or intelligence resources.
9. Prepare and submit reports on all incidents and investigations within set timelines.
10. Work closely with the Brown and Outagamie County District Attorney's Office and the Green Bay City Attorney's Office.
11. Prepare and execute warrants, serve civil processes and transport prisoners as necessary.
12. Serve as a backup for traffic control, police control, crime prevention or other policing functions as required.
13. Review cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution. Prepare detailed reports of activities and investigation made. Consult with prosecutors and prepare case report for court action and testify in court.
14. Assist in obtaining, enhancing, preparing, or presenting exhibits or other evidence in court as required.
15. Coordinate with Medical Examiner assigned to handle death investigations. Attend autopsies as required.
16. Provide emergency medical aid and assistance as necessary.
17. Testify in court (Federal or State) or as a professional witness; presenting evidence against persons accused of crimes.
18. Attend training classes and seminars on police methods, techniques, safety, first aid, marksmanship, and related law enforcement activity.
19. Protect the property and lives of community members by patrolling assigned areas and addressing any suspicious persons and/or establishments. Interview persons with complaints or inquiries and direct them to proper authorities if needed.
20. Respond to incidents including fire, theft, automobile accidents, robberies, disturbances, and any other
misdemeanors or felonies to secure the crime scene.
21. Conduct routine investigations in vice activities, narcotics, traffic, burglary or reported incidents as assigned.
22. Conduct routine checks on local businesses, residences, government agencies, and properties.
23. Maintain awareness of and investigates specific areas subject to juvenile delinquency.
24. Participate in random drug testing/screening according to the Oneida Tribes Drug/Alcohol Free Workplace Policy.
25. Perform all functions of patrol as necessary.
26. Enforce all Tribal, Local, County, State, and Federal laws/ordinances.
27. Notify immediate family members of deaths and emergencies.
28. Maintain department equipment, supplies and facilities.
29. Maintain effective communication verbally and in writing with Patrol, Administration and peers, court personnel, attorneys, and other County and State departments, media representatives, sales representatives, and the general public.
30. Maintain positive relations with community members and agencies by educating and informing on safety and law enforcement and other topics.
31. Maintain appropriate documentation on incidences as required by policies and procedures. Generate reports as needed.
32. Maintain certifications and technical knowledge by attending training classes and seminars on law enforcement, safety, firearms, or related activities.
33. Contribute to a team effort and accomplish related results as required.
34. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
35. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently stand, walk, sit, climb or balance, stoop, kneel, crouch, or crawl.
2. Occasionally taste or smell; lift and/or move up to one hundred {100) pounds.
3. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
4. Work is generally performed outdoors where exposure to nature weather conditions and various dusts and mists may occur.
5. Prolonged standing and walking may be on uneven surfaces or unstable ground, in remote areas, with unimproved dirt roads and trails. Situations may occur where prolonged sitting, driving, walking, or waiting is required.
6. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.
STANDARD QUALIFICATIONS:
1. Knowledge of the Oneida Nation's Police Department rules and regulations and Oneida Law Enforcement Ordinance.
2. Knowledge of tribal, federal, and state criminal, traffic, and civil code and laws.
3. Knowledge of police operations principles and practices including investigation, patrol, communications, records, community/public relations, and crime prevention.
4. Knowledge of criminal investigation techniques.
5. Knowledge of equipment used in law enforcement including weapons, communications, computers, and vehicles. Proficient in firearm safety.
6. Knowledge of writing search warrants both physical and digital requests.
7. Skill in establishing and maintaining effective working relationships with other law enforcement/regulatory
agencies, departmental staff, tribal officials, and the public.
8. Skill in understanding and interpreting complex statutes, ordinances, regulations, and standards.
9. Skill in problem solving, human relations, and time management.
10. Skill in directing Investigative and support activities.
11. Skill in evaluating operations and programs to determine if they meet the Oneida Nation's needs.
12. Ability to integrate training, experience, and common sense sufficient to identify potentially dangerous situations, make effective logical decisions and experience and common sense sufficient to identify potentially dangerous situations, make effective logical decisions and exercise the appropriate measure or tact or force to resolve the situation with minimum injury to self or other persons or minimum damage to property involved.
13. Ability to demonstrate moral character, honesty, tact, fairness, lack of prejudice and desire to help when dealing with people.
14. Ability to accept the dangers and stresses, regimentation, discipline, and time demands of police work.
15. Ability to be on call, work extended hours and various work schedules, including evenings, weekends and holidays.
16. Ability to respond to community issues and concerns with a high level of sensitivity.
17. Ability to prepare accurate, complete, and legible reports and present detailed, accurate and objective oral
presentations and response to questions.
18. Ability to establish and maintain excellent working relationships with other individuals of varying social and cultural backgrounds.
19. Ability to rapidly adjust to varying work schedules and psychological and physical stress of work.
20. Ability to make intelligent and effective decisions in routine and emergency situations.
21. Ability to communicate efficiently and effectively both verbally and in writing.
22. Ability to become certified in Child Abuse and Neglect, CPR and First Aid.
23. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
24. Must be willing and able to obtain additional education and training.
25. Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment.
26. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility
Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation’s Gaming Division.
27. A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.
PREFERRED QUALIFICATIONS:

2. Associate degree in law enforcement field or closely related field plus five (5) years of law enforcement and criminal investigations experience. A combination of experience and education may be considered.
3. Must possess a Police Recruit Certificate.
4. Certified Wisconsin law enforcement officer.
5. Must successfully pass prior to employment:
a. Physical agility test
b. Written examination
c. Psychological examination
6. Must reside within a twenty (20) mile radius of the Oneida Reservation within three (3) months after employment
