Oneida Nation is Hiring a Contract Processor Near Oneida, WI

SALARY::$19.16/Hr. (NEGOTIABLE)
(Employees will receive 5% below the negotiated pay rate during their probationary status)
Non-Exempt
POSITION SUMMARY:
Responsible for the timely processing of all paperwork from proposal to final payment for the Oneida Nation’s construction & maintenance projects. Work closely with Division of Public Works (DPW) staff. Continuation of this position is contingent upon funding allocations
DUTIES AND RESPONSIBILITIES::
  • Expedite the approval process for design service, construction, and maintenance contracts.
  • Expedite final contract documents for review by Legal Department.
  • Monitor, verify, and process contract change orders or amendments.
  • Work with Central Accounting to set up budgets for Capital Improvement Process (CIP) projects.
  • Work with Central Accounting to set up budgets for Building Maintenance & Repair Set-aside projects.
  • Work with Central Accounting to process and maintain all project related accounts payable (A/P) and accounts receivable (A/R) invoices and payments.
  • Review financial statements to ensure processing and distribution of expenses and purchasing as it applies to assigned project.
  • Facilitate monthly billings of Engineering hours and record payments.
  • Provide financial data/reports from the department’s Power 8 database as requested by supervisor.
  • Maintain CIP project number list and assign new numbers as needed/required.
  • Work with outside vendors and organizational entities in providing information or answering inquiries regarding contracts/payment status.
  • Prepare and submit documentation to the Business Committee for approval/activation of budget funds and project documents.
  • Network with pertinent areas on requests for directives, assignments, and projects. Follow up as it applies to the assigned project.
  • Document Standard Operating Procedures (SOP) for all of the position’s responsibilities.
  • Continually evaluate all departmental processes to identify potential process and efficiency improvements.
  • Practice excellent customer service skills at all times to include, but not limited to, addressing customer and employee needs courteously and promptly.
  • Process, classify, and maintain department master records/files on all department projects.
  • Contribute to a team effort and accomplish related results.
  • Adhere to all Oneida Nation Personnel Policies and Procedures, Oneida Nation Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
  • Maintain strict department security, confidentiality, and quality to meet professional standards of the department, area, and division.
  • The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT::
  • Frequently walk and sit; occasionally stand, lift and/or move up to twenty-five (25) pounds.
  • Work is generally performed in an office setting with a moderate noise level.
  • A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.
STANDARD QUALIFICATIONS::
  • Skill in mathematics.
  • Ability to inform and communicate verbally and in writing in diverse and challenging situations with the ability to process information effectively, identify and define problems and make objective decisions.
  • Skill in business English, proper spelling, grammar, and punctuation.
  • Skill in interpersonal relationships.
  • Skill in operating computers and various word-processing, spreadsheets, and database software programs in a Windows environment.
  • Ability to operate standard office equipment such as calculator, personal computer, copy and fax machine.
  • Ability to deal with the general public and all employees with tact, courtesy, respect, objectivity, and maturity.
  • Ability to work cooperatively and effectively as a member of a team under conditions that can be challenging due to strict deadlines.
  • Skill in organizational management. This requires the incumbent to plan, organize and schedule priorities efficiently and effectively, meet strict deadlines and successfully cope with challenging situations and conditions.
  • Maintain strict departmental security, confidentiality, and quality to meet professional standards of the department.
  • Must be willing and able to obtain additional education and training.
  • Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment.
  • Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation’s Gaming Division.
  • A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.
PREFERRED QUALIFICATIONS: :

  • Knowledge of the Oneida Nation structure/organization and two (2) years experience with the Oneida contract procedures.
  • Experience with IBM Power 8 and Infinium software.
  • Experience with On-Base.
MINIMUM QUALIFICATIONS::

  • Associate Degree in Accounting, Business Administration, or a closely related field; one (1) year successful billing/receiving experience, to include accounting procedures and processes, in a construction atmosphere, or closely related field; and/or equivalent combination of education and experience may be considered.
